This research explores how government organizations can effectively operate during disasters. Two aspects of network effectiveness—structural and procedural approaches—are considered. The structural approach emphasizes the network stability, while the procedural approach focuses on the process of network evolution. Analysing and comparing response networks from two earthquakes in Korea, a crucial environmental change—government reorganization—between them was identified. This allowed to assess how environmental changes impact network effectiveness. The findings suggest that effective disaster management requires complementing centralized authority with actual power distribution, empowering subnetwork groups as centres of common knowledge base, and emphasizing coordination among organizations with diverse expertise. \nKEYWO R DS \ndisaster management, interorganizational networks, network analysis, network effectiveness, semistructured interview \n1 | INTRODUCTION \nThe purpose of this research is to seek how various government organizations could improve performance in disaster. The emphasis is on seeking the way government organizations collaborate as identified from the ties they develop in disaster response. While common definition of effectiveness implies achievements of desired outcomes or intended results, it is difficult to determine desired, intended or expected ‘outcomes’ of networks. Since networks are constituted of various actors with different resources and goals, it is more challenging to determine a desirable state compared to that of a single actor or a few actors. \nLiterature defines network effectiveness as the accomplishment of ‘ positive network level outcomes that could not normally be achieved by individual organizational participants acting independently’ (Provan & Kenis, 2008) . Two important aspects of network effectiveness are flexibility and stability (Provan \n& Kenis, 2008) . Stability is crucial for sustaining normal tasks while flexibility is necessary to rapidly respond to the dynamic environment (Provan & Kenis, 2008) . This research explores both stability and flexibility of network through structural and procedural approach. In this context, the research questions: How does the change of environment, as identified in government reorganization, affect interorganizational networks and their performance? Specifically, the change of environment in the cases are identified as government reorganization which is assumed to affect performance in response to disaster. Through methods of network analysis and semistructured interview, both structural and procedural approaches to network effectiveness are employed. Response networks of two earthquakes that occurred in Korea, in 2016 and 2017, are analysed. Comparing the two response networks provides understanding about how response networks are formed under different sets of environments in crisis. \nJ. Contingencies Crisis Manag. 2024;32:e12544 .
