The Minutes will reflect that Mr. Marshavin wished to be recorded as objecting.  \nDirectors emphasized that IDA countries, as well as Ukraine and Moldova, are suffering in ways – and at a scale – unforeseen at the time of the IDA20 Replenishment. They commended IDA Participants and Management for the successful consultations and endorsement of the IDA Crisis Facility with its two Programs – the Special Program to Enhance CRW (CRW+) and the Special Program for Ukraine and Moldova Recovery (SPUR), which will strengthen the reflow of resources to IDA countries.  \nDirectors highlighted the innovative approach taken by the IDA Crisis Facility. They appreciated that the Facility benefits from IDA’s leveraging capacity to better support Ukraine, while allowing IDA to continue providing sufficient financing to cover the remaining years of the IDA20 period. Directors underscored the importance of a coordinated and targeted support to Ukraine by the World Bank Group and other partners, based on their respective comparative advantages, to prevent gaps or overlaps, including with IFC and MIGA to support private sector financing needs. They also stressed the need for close monitoring of any non-payment risks on SPUR.  \nDirectors welcomed the support of many contributing partners, especially those who have already announced their pledges. They noted that the size of the Facility and its two Programs will be announced at the IDA20 Mid-Term Review (MTR) in December 2023, providing donors with sufficient time to mobilize resources in line with their national budget cycles.  \nDirectors called for strong and timely support for both Programs, and recognized Management’songoing efforts to continue working with all partners to achieve a
