International Development Association (the “Association”) recognize that the increased frequency, intensity and scale of new and evolving crises of diverse nature and origin with the potential to materialize in the short to medium-term pose significant risks that could have wide-ranging consequences for members of the Association, including by rapidly eroding hardwon development gains and creating a complex landscape of development challenges that would require a proactive, flexible, and sustained multilateral response;  \n(B) Moreover, the members of the Association recognize the urgent and continuing need to provide additional financial support to Ukraine in light of the devastating and compounding economic, social, and humanitarian consequences caused by the fallout of Russia’s invasion of Ukraine, which has resulted in a severe and protracted contraction of economic activity, and a significant deterioration of living standards;  \n(C) In recognition of the strong demand for additional resources to respond to this critical situation, the Executive Directors of the Association have considered a second crisis response financing package and have concluded that it is desirable that the Association be provided with additional resources for the period from July 1, 2026 to June 30, 2030 on the basis set out in the paper“IDA’s Crisis Facility 2.0”, approved by the Executive Directors on May 28, 2026 (the “Paper”), and submitted to the Board of Governors;  \n(D) Accordingly, the members of the Association agree to authorize a general increase of resources on the conditions set out in this Resolution with the purpose of financing the “Special Program for Ukraine Recovery 2.0”(the “SPUR 2.0”, for the period from July 1, 2026 to June 30, 2028), as well as other programs that may be established by the Executive Directors of the Association under the IDA Crisis Facility 2.0;  \n(E) The members of the Association have therefore expressed their intention, subject to any necessary governmental and legislative authorization, to make available additional resources to the Association, either directly to the Association’s general resources or through a contribution to the Crisis Facility 2.0 Special Transfer Fund as may be established (the “Special Transfer Fund 2.0”);  \n(F) Consequently, additional subscriptions are to be authorized for members to provide additional resources (i) directly to the Association’s general resources, or (ii) through the Special Transfer Fund 2.0, and, in accordance with the provisions of Article VI, Section 3(a) of the Articles of Agreement of the Association, such subscriptions shall not be regarded as additional subscriptions carrying voting rights (the “subscriptions”);  \n(G) The special subscriptions hereby authorized are separate from the additional resources authorized under Resolution No. 255, thus keeping the financing envelope of the “Twenty-First Replenishment” of the Association intact and for use in accordance with the terms of said Resolution No. 255;  \n(H) The Executive Directors ofthe Association have authorized the borrowing of concessional loans from members (each a “Concessional Partner Loan” or “CPL”) and of subordinated loans (each a “Member Perpetual Hybrid Capital Instrument” or “MPHC”) in the currencies and on the terms and conditions as approved by the Executive Directors from time to time and it is intended that the grant element of the CPLs and MPHCs will form part of the member’s subscriptions hereunder;  \n(I) The Executive Directors of the Association have also
