is the word which gives a clue to thenature of peace. Not quiet, but order.Itcan be awfully quiet without there beingany peace,as married people know whohave gone through periods of rancorousnon-speaking,or as soldiers know from theterrible silence which precedes attack,or aswe are now experiencing internationally inthis interval between armed conflicts on the \nWestern front. No,it is not quiet but order which characterizespeace, the tranquillity of order,as Saint Augustine puts it.Thisis as true of society as it is of each one of us.There is a certainminimum hierarchical ordering of things without which there canbe no peace either in men's hearts or in the world. \nWe know the order each of us must obtain to have interiorpeace. Our minds and wills must be subject to God,and ourpassions subject to reason. With this right ordering we shall havepeace, more and more of it as we progress toward sanctity.Nowthere is a corresponding true harmony of institutions in societywithout which there cannot possibly be peace. Therefore, thesurest way to learn whether or not we shall have peace in our timeis to see if there is any hope of obtaining this hierarchical order. \nAt the top there must be an international body of statesmen, with authority, and this body must look to God for the basis of itslaws and openly acknowledge that Christ is the King of thetemporal order.Well, the United Nations is struggling to be aninternational governing body but it is powerless to effect a trueorder without subjecting itself to Christ—a very remote possibility, seemingly, except that we live in an age of rapid change, with thebattle more clearly drawn every day between those who are forand those are against God.Below the international level theremust be states which recognize a higher authority, and this at leastseems to be happening.Nationalism, which regards the state asabsolute, although still spreading its poison,is pretty much spent.Men are beginning to give superior allegiance beyond their ownborders, whether to Rome or Moscow. \nWithin states there is chaos, much like that disorder whichexists in a man who has developed no virtuous habits and whosepassions pull him here and there at will. The family, which is \nthe basic institution,is tottering.Marriages can be unhappywithout jeopardizing domestic and world peace(although theywould strain it),but when they lose their fruitfulness and perman-ence the peace of the world rocks. No one who believes indivorce or birth control ought to talk piously of world peace. \nThen there are a multitude of functional organizationsnecessary within the state, and conspicuous in our country by theirabsence.Western society had a functional, organic, hierarchicalorder under Christendom.Progressively during the last severalhundred years the functional order has been broken up until wehad the almost
