Despite the growing emphasis on a comprehensive approach to integrating digital technology and education in the field of development, their combined contribution remains underexplored in both theoretical and methodological dimensions. To address this gap, this study first proposes a synthesized theoretical framework that explains the dynamic impact of two components from the viewpoint of the capability approach. Subsequently, a trend analysis of the development finance flow is conducted to empirically assess the combined effect of digital technology and education, utilizing the OECD Creditor Reporting System dataset. The analysis applies a new methodology that integrates a machine learning technique into the existing systematic keyword search strategy. By doing so, this study not only revisits the importance of a multisectoral approach to development but also addresses the methodological challenges in conducting multisectoral analysis on development datasets.  \nKeywords: ICT4D, ICT4E, international development, educational development, capability approach, creditor reporting system, machine learning, natural language processing, text classification  \nINTRODUCTION  \nThe shock of COVID-19 is now fading into history, but it is still clear in people’s memory how drastically the crisis constricted the learning opportunities of students worldwide. Moreover, education losses of the population not only stop at the individual level but also extend to a decline in the development of their respective communities, societies, and countries.  \nHowever, it is also remembered how information and communication technology (ICT) showed its potential strength in continuing education systems without physical contact (OECD, 2021) . Although ICT is not meant to be the entire substitution of in-person education activities, the technology was tested in various areas of education for compensating education discontinuity and securing the right to learn. No matter giving challenges or opportunities, it is certainly expected  \nthat the influence of digital technology in educational development as well as that of education in ICT-driven development will be witnessed more and more as time goes by.  \nIn this context, this study demonstrates the complex impact of digital technology and education in development in terms of theory and methodology.
