It provides the findings of an INT administrative inquiry (the“Investigation”) into allegations of corrupt, fraudulent, collusive, and/or coercive practices, as defined by the WBG for the purposes of its own policies, rules and procedures (the “WBG’s Anticorruption Framework”), in relation to WBG-supported activities. The purpose of the Investigation was to allow the WBG to determine if the WBG’s Anti-corruption Framework had been violated.  \nThis Report is being shared to ensure that its recipients are aware of the results of the INT Investigation. However, in view of the specific and limited purpose of the Investigation underlying this Report, this Report should not be used as the sole basis for initiating any administrative, criminal, or civil proceedings. Moreover, this Report should not be cited or otherwise referred to in the course of any investigation, in any investigation reports, or in any administrative, civil, or criminal proceedings.  \nThis Report is provided without prejudice to the privileges and immunities conferred on the institutions comprising the WBG and their officers and employees by their respective constituent documents and any other applicable sources of law. The WBG reserves the right to invoke these privileges and immunities, including at any time during the course of an investigation or a subsequent judicial, administrative or other proceeding that your authorities may pursue in connection with this matter. These privileges and immunities cannot be waived without the prior express written authorization ofthe WBG.  \nFindings  \n1. Evidence indicates that at the request of public officials in Department Q, Company  \nA paid, and Companies B and C offered to pay, individuals, including a public official, for work that was either fictitious or unrelated to the Project.  \nEvidence obtained by INT indicates that, during the selection and implementation of Contracts 1, 3, 4, and 5, three public officials at Department Q asked certain consulting firms to hire and pay individuals, including another public official, for either fictitious deliverables or work unrelated to the Project.  \nEvidence indicates that in early December 2012, a public official requested meetings with: (i) Companies B and C, which were still negotiating Contract 1 with Department Q; (ii) Companies D and E, which were still negotiating Contract 3 with Department Q; (iii) Company H, which was implementing Contract 4; and (iv) Company A, which was implementing Contract 5.  \nThe public official ultimately met with Company A in his/her office. Evidence indicates that during this meeting, the public official asked Company A to hire another public official as a subcontractor on Contract 5 for two months. Following the meeting, a Department Q employee provided Company A with a draft subcontract with the requested public official. The Department Q employee requested that Company A enter into a subcontract with the requested public official with similar terms.  \nEvidence indicates that in late January 2013, Company A updated its internal Contract 5 budget to add the requested public official as a subconsultant. Company A then signed a subcontract with the requested public official in February 2013 with the same Terms of Reference as those drafted by the Department Q employee, and paid the requested public official Philippines Pesos (PhP)  \n100,000 (about US$ 2,500) pursuant to its terms. Company A also sent a copy of the signed, final subcontract to the Department Q employee.  \nEvidence indicates that Company A did not require this subcontract to execute Contract 5, and that the
