GOVERNOR TO INVOKEEMERGENCY OVERCROWDING ACT\n\nMichigan's Prison Overcrowding EmergencyPowers Act is expected to be invoked for the firsttime next week by Gov.William Milliken,thusclearing the way for the rapid early release of900 to 1,000 ininates from the state's overcrowdedprison system.  \nSigned into law in January,the act directsthe governor to order the rapid reduction of the  \n(See MICHIGAN,page six)  \nOKLAHOMA PRISON POPULATION TOPS  \n5,000 FOR FIRST TIME IN HISTORY  \nIn the first week of March,Oklahoma'sprison population topped the 5,000 mark for thefirst time in the state's history.  \nThis record inmate population comes at atime when the Department of Corrections inOklahoma is trying hard to limit its populationto stay within the guidelines of a federal court
