This is Phase 4 of the Accelerating Sustainable Energy Transition Program [ASET] using the Multi-Phase Programmatic Approach (MPA) .  \nExecutive Directors also approved a waiver of standard interest rate terms applicable to IBRD Flexible Loans as set forth in the Bank Policy and the Bank Directive on Financial Terms and Conditions of Bank Financing to offer a Step-up Loan for the proposed Program.  \nDirectors supported the innovative approach and the operation’s support to increase access to sustainable electricity in diverse regions of Indonesia. They welcomed the operation’s contribution to reducing climate change externalities which allowed the Borrower to take advantage of volume and price incentives from the Framework for Financing Incentives. Directors also welcomed the use of the Step-up Loan option which will reduce the financing costs for the Borrower in case of future refinancing, while maximizing the potential for private capital mobilization through IBRD capital recycling. Directors highlighted that the operation incorporated innovative features introduced as part of the World Bank Group Evolution. They stressed the importance of communicating on this operation given its unique and scalable features.  \nNoting the operation’s alignment with the ASET MPA’s Program Development Objective of
