\nChapter 1 : An Introduction to English Learners \nAn Introduction to English Learners in Indiana \nProviding foundational academic support to our culturally and linguistically diverse students is a cornerstone of our state’s educational goals. In efforts toward migrating to an increasingly asset-based approach for English learners (ELs) to mirror WIDA’s English Language Development Standards Framework (2020), the Indiana Department of Education (IDOE) uses the term “multilingual learners” to encourage the use of terminology that is more inclusive of Indiana’s student population. Multilingual learner (ML) describes all students who come in contact with and/or interact with languages in addition to English on a regular basis, including current and former ELs. ML is a term used to encompass and honor the extensive linguistic repertoires of Indiana students. It is important to note that the Every Student Succeeds Act (ESSA) (2015) still uses the term English learner; therefore, it will appear in reference to statutory language throughout this guidance. \nOver 139,000 Indiana student","cbCaippojiGzNy3V","https://ap.wps.com/l/cbCaippojiGzNy3V","pdf",3450687,53,"English","# Chapter 1 : An Introduction to English Learners\n## Legal Background & Federal Requirements for English Learners\n# Chapter 2: Identifying English Learners\n## Home Language Survey\n## Enrolling First-Time Indiana Students\n# Chapter 3: Serving English Learners\n## Providing EL Services\n## English Learner Plans\n# Chapter 4: EL Access to Core Content Area Instruction\n## Indiana English Language Development Standards\n## Individual Learning Plans ( ILPs)\n# Chapter 5: Assessing English Learners\n## English Language Proficiency Assessments (WIDA)\n## State Testing for English Learners\n# Chapter 6: Supporting Former English Learners\n## Reclassifying and Exiting English Learner Status\n## Monitoring Former English Learners\n# Chapter 7: Engaging English Learner Families\n## Strengthening School and Family Partnerships\n## Parent Notification Requirements\n# Chapter 8: Funding English Learner Programs\n## Title III: Federal Funding for English Learner Programs\n## English Learner Funding Counts\n# Chapter 9: Accountability for English Learner Programs\n## English Language Progress Indicator\n## Former English Learners\n# Appendix A: Additional Resources and Sample Forms\n## Home Language Survey","[{\"question\":\"How are English learners identified in Indiana?\",\"answer\":\"The guide explains the home language survey process and related language reporting requirements, along with enrollment procedures for first-time and returning Indiana students.\"},{\"question\":\"What EL services and plans must districts provide and document?\",\"answer\":\"It covers providing EL services, EL program models, staffing and the EL teacher of record, maintaining documentation of services, and developing English Learner Plans, including opt-out procedures.\"},{\"question\":\"How are former English learners monitored after exiting EL status?\",\"answer\":\"The guide describes reclassification and exiting EL status, then provides expectations for monitoring former ELs and developing a rigorous monitoring system, including suggested indicators and guidance for reentering students when needed.\"}]","Indiana Department of Education English Learner Guidebook - Revised July 2023 | PDF",134]
