Financing and Implementation Arrangements  \nA. Financial Envelope and Knowledge  \nAc\\#vi\\#es outlined in the CPF will be ﬁnanced through a combina\\#on of IBRD resources and eﬀorts to leverage and de-risk private investments. This includes mobiliza1on of private capital alongside public funds to modernize infrastructure (evident in projects such as West Bengal Electricity Distribu1on Grid Moderniza1on); improved access to commercial credit for micro-enterprises (demonstrated through the US$ 6 billion of bank credit already leveraged through IBRD support to India’s Na1onal Rural Livelihoods Mission); and catalyzing India’s infrastructure bond market through IBRD guarantees and other risksharing products to strengthen investor conﬁdence (under the Unlocking Private capital for Long-term Infrastructure Financing and bond-market Transforma1on (UPLIFT) project in partnership with the Asian Development Bank (ADB)) . The porTolio is also shiUing to PPP approaches to improve service delivery, a recent example being the Hybrid-Annuity PPP model for wastewater treatment under the Na1onal Ganga River Basin Project, where 60 percent of costs are ﬁnanced by private operators and payments are linked to 15 years of opera1ons and maintenance performance.  \nThe IFC porTolio is expected to expand over the CPF period, fostering deeper collabora1on with IBRD and MIGA, leveraging instruments such as the WBG Guarantee PlaTorm to de-risk and mobilize private capital at scale. The CPF will opera1onalize the IFC 2030 Strategy by adop1ng programma1c approaches across key sectors and themes, with each industry anchoring interven1ons in speciﬁc value chains within larger mul1-sector programs. In India, IFC’s programma1c approach will have two broad themes: Urban Transforma1on and Rural Prosperity. In rural areas, IFC will strengthen agribusiness value chains—from climate-smart produc1on and ag-tech to storage and logis1cs—expand access to ﬁnance for MSMEs, including women-led enterprises, through programma1c investments in banks, NBFIs, funds, and ﬁntech. In ci1es, IFC will advance municipal ﬁnance, building on IBRD tailored capacity support to subna1onalen11es to further the Government of India’s Urban Transforma1on agenda; expand aﬀordable and green housing and commercial real estate, including cooling solu1ons and green buildings; and deliver urban PPPs for desalina1on, wastewater reuse, and e-mobility solu1ons. IFC will con1nue to support the accelera1on of energy transi1on by ﬁnancing clean energy value chains (e.g., green hydrogen, biofuels) and innova1ve renewables (hybrid, ﬂoa1ng solar, and storage solu1ons including bacery and pumped storage), complemented by climate ﬁnance channeled via ﬁnancial ins1tu1ons. Addi1onal focus areas include manufacturing and global value chains (automo1ves, electronics), mul1modal logis1cs, ports and urban transit, digital infrastructure (data centers), healthcare and life sciences, and suppor1ng job readiness through scalable solu1ons such as ed-tech and higher educa1on ﬁnance. IFC advisory will strengthen climate risk management, green building standards, MSME and gender ﬁnance, and government partnerships.  \nMIGA’s engagement in India is expected to leverage the suite of instruments under the WBG Guarantee PlaTorm and closer collabora1on with IFC and IBRD. MIGA’s porTolio in India stood at US$420 .4 million in gross outstanding exposure as of end-October 2025, consis1ng of two projects in the ﬁnancial and infrastructure sectors.
