The Committee supports delivery of thematic and corporate evaluations, including the 2024 Results and Performance Report, Management Action Record Validation, and country program evaluations. It reviews strategic results indicators, concerns over evaluation timeliness, and calls for realistic planning. It also highlights the Global Evaluation Initiative’s role in strengthening partner M&E capacity and disseminating lessons.","Public Disclosure Authorized Public Disclosure Authorized \nIndependent Evaluation Group \nFY25 Updated Work Program and FY26-27 Indicative Plan \nReport to the Board from the \nCommittee on Development Effectiveness ∗ \nMeeting of June 26, 2024 \nThe Committee on Development Effectiveness (“the Committee”) met to discuss the Independent Evaluation Group FY25 Updated Work Program and FY26-27 Indicative Plan (R2023-0141[IDA/R2023- 0190, IFC/R2023-0186, MIGA/R2024-0071]) . \nSummary 1 \nThe Committee expressed support for IEG’s FY25 work program to deliver a total often thematic and corporate evaluations, the 2024 Results and Performance Report (RAP), the 2024 Management Action Record (MAR) Validation Report, and four to six Country Program Evaluations. Members welcomed IEG’songoing review of the evaluation portfolio to ensure its relevance, timeliness and usefulness. They commended IEG realigning its work program to the new budget cycle within the confines of the already approved FY25 budget and with the Evolution Roadmap by articulating its thematic streams across the verticals and cross cutting issues and WBG strategic priorities. Members appreciated IEG’s consultative process with the Board and WBG Management in development of its work program, the inclusion of evaluations related to Global Challenge Programs and the focus on outcome orientation. \nThe Committee took note ofIEG indicators on (i) strategic results – measuring direct and mediumterm outcomes; (ii) activities and outputs; and (iii) performance (measuring operational effectiveness) established to meet IEG’s goals and enhance its development effectiveness. While recognizing the challenges faced by IEG in balancing long-term objectives with short-term demands and the need for evidence-based evaluations, some members voiced concerns about the timeliness of evaluations. Thus, highlighting that out of the 11 thematic evaluations planned for FY24, IEG delivered five, two were delayed, one was dropped, and three were recast to informal briefings without recommendations. Members urged IEG to adopt a more realistic strategic planning and timely delivery of evaluations. The Committee underscored the importance of the Global Evaluation Initiative for building client countries capacity and systems, and commended IEG’s efforts to disseminate lessons learned through various platforms and training engagements. IEG underscored its commitment to continue strengthening partner countries' M&E capacity through the GEI noting it has expanded its Multi-Donor Trust Fund for an additional ten years and enhanced its collaboration with Bank teams to entrench capacity building for both clients and World Bank Group staff. While welcoming the increase in use of Global South reviewers, some members encouraged IEG to improve the diversity of evaluators and to include more voices from the Global South. \n∗ This report is
