In Education and in Work:The Globalized Community College\n\nJOHN S.LEVIN \nNorth Carolina State University \n## ABSTRACT\n\nThis is a multiple case study of seven colleges using field methodsresearch to examine institutional life and organizational context.Thisstudy determines that community colleges in both Canada and the UnitedStates exhibited educational and work behaviors in the 1990s consistentwith the globalization process.Education was oriented to the marketplace, and the needs of business and industry received high priority in educa-tional programming. \nThe general argument of this article is that community colleges inboth Canada and the United States exhibited educational and workbehaviors in the 1990s that can be identified with the globalizationprocess.Educational behaviors include the formal curriculum andinstructional practices.Work includes both instruction and administra-tion.Specifically,the argument indicates that work tends to be valued forand carried out with economic ends:to realize productivity and effi-ciency.These behaviors are referred to as “economizing.”Education ismost prominently oriented to the marketplace, and the needs of businessand industry receive high priority in educational programming.Thesebehaviors are referred to as \"the new vocationalism.\"Although bothbehaviors were evident in these institutions in the 1980s,they did notbecome ascendant until the 1990s.As a consequence of the central placeof\"economizand \"the new vocationalism,\"community collegeshave become globalized institutions:that is,they adhere to the tenets of“corporatism”(Saul,1995)and respond to the demands of a global econ-omy and the neo-liberal state(Manzer,1994). \nTHE COMMUNITY COLLEGE IN CANADA AND THE UNITED STATES \nAs relatively new postsecondary institutions in Canada and theUnited States, community colleges are often viewed as educational insti-tutions placed mid-way between the high school and university.Such aperspective characterizes community colleges first as primarily educa-tional institutions and second as part of a stratified system(Labaree,1997).Often ignored in these conceptions are the multi-purposes andmulti-functions of the institution.Indeed, the variant purposes of thecommunity college are reflected in claims that the institution has anidentity crisis(Clowes &Levin,1989;Dougherty,1994).It has alsobeen argued that with few traditions and multiple functions, the commu-nity college is subject to considerable influence from external pressures \nand societal conditions, including governments and economies —local, regional, national, and international(Cohen &Brawer,1996;Dennison,1995;Dennison &Levin,1989;Levin,1998).Responsiveness to socialand economic needs is a hallmark characteristic of community colleges(Dennison &Gallagher,1986;Dennison &Levin,1989).Embedded inthis responsiveness is a commitment of the institution to serve the under-served (Cohen&Brawer,1996;Dennison &Gallagher,1986). \nPart of the evolution of the community college is a consequence ofinstitutional responsiveness to changing demographics within the com-munities served. As illustrated in Table 1,","cbCais33zPuCKlP0","https://ap.wps.com/l/cbCais33zPuCKlP0","pdf",938205,31,"English","# Abstract\n# The Community
