This paper seeks the approval of IDA’s Board of Executive Directors to reallocate resources from the Crisis Response Window (CRW) and the Syria set-aside to the country allocations envelope. In November 2019, IDA’s Board approved the reallocation of resources away from IDA windows with lower levels of utilization to be allocated to IDA country envelope. The reallocation was required to redeploy unutilized resources effectively on a timely basis, recognizing the need to recalibrate and shift IDA resources to respond to unmet client demand and advance the development agenda. In view of this objective, IDA management also proposed to obtain authorization from IDA Board of Executive Directors to flexibly reallocate underutilized resources from the CRW and the Syria set-aside by the end of February 2020 if necessary. This proposal had been endorsed by IDA Participants during the Third IDA19 Replenishment meeting held in Washington, D.C., on October 21 and 22, 2019. 1  \n2. In line with this endorsement, Management is now seeking IDA Board of Executive Directors approval to reallocate unutilized resources from the Syria set-aside and flexibility to reallocate all of the CRW unallocated balance in the remainder of IDA18. This request for reallocations is based on the utilization of the CRW and the Syria set-aside to date. Due to the uncertainty for potential demand for crisis response resources in IDA member countries, flexibility with regard to management of CRW reallocations is required. Management will keep the IDA Board informed on the implementation of these reallocations in the months leading to June 2020.  \nII. DECISIONS FOR BOARD APPROVAL  \n3. The resources from the Syria set-aside remain unused at US$400 million which could be redeployed to meet growing country demand for IDA resources. IDA participants had agreed to an exceptional set-aside of US$1 billion for Syria within the IDA18 country allocations envelope under appropriate conditions.2 As of today, the Syria set-aside has a US$400 million balance of unused resources which can be released to country allocations (PBA system) and thus address unmet country demand. If the appropriate conditions are met in IDA19, up to US$1 billion potential funding for Syria could be provided within the Turnaround Allocation in the FCV envelope, subject to performance.  \n4. Furthermore, the unallocated balance of the Crisis Response Window (CRW) can also be reallocated to address IDA country allocations demand. During the IDA18 period, CRW resources amounting to US$1,307 million have been allocated to respond to crises in 10 countries, leaving an unallocated balance of US$443 million. From an initial IDA18 CRW envelope of US$3 billion, a total of US$1,250 million has been reallocated to other IDA windows and country allocations at the IDA18 MTR and through the November 2019 reallocations.
