It stresses results monitoring, stronger cross–Global Practice collaboration, and plans to address limited gender analysis, plus an update of social protection strategy to embed ASP, gender equity, and clearer accountability.","Public Disclosure Authorized Public Disclosure Authorized  \nHow the World Bank Supports Adaptive Social Protection in Crisis Response:  \nAn Independent Evaluation  \nand the Draft World Bank Management Response  \nReport to the Board from the  \nCommittee on Development Effectiveness ∗  \nMeeting of June 4, 2025  \nThe Committee on Development Effectiveness (CODE) (“the Committee”) met to consider the Independent Evaluation Group (IEG) evaluation entitled discuss IEG’s report entitled How the World Bank Supports Adaptive Social Protection in Crisis Response (CODE2025-0022) and the Draft World Bank Management Response (CODE2025-0028) .  \nThe Committee welcomed the evaluation and commended IEG for delivering a timely evaluation, particularly given the increasing frequency of various shocks. Acknowledging the evaluation’s narrow focus, members expressed support for the IEG’s findings and recommendations, including calls for the World Bank (WB) to (i) continue to invest in building social protection systems, expanding coverage and strengthening support to shock responsiveness; (ii) strengthen coordination and collaboration with client countries, humanitarian agencies, and within Global Practices (GPs) around data, programs and financing; and (iii) measure social protection system performance more efficiently during shocks. Members commended the WB for its continued efforts to advance the Adaptive Social Protection (ASP) agenda, especially in low-income and FCV countries, stressing the need for political commitment to ensure effective ASP implementation. They welcomed Management’s learning and country exchange programs to help build political momentum for ASP.  \nThe Committee acknowledged the significant potential to enhance the shock responsiveness of the social protection systems and emphasized the importance of monitoring results to strengthen accountability and provide a clearer understanding of what is working and where improvements are needed. In addition, members encouraged Management to enhance cross-Global Practice/sectoral collaboration in order to effectively support timely, integrated shock responses. In line with IEG’s findings that gender analysis was often limited in several projects, they inquired about Management’s plans to address this, including implications for the implementation of the Gender Strategy. Additionally, some members suggested that the 2012-2022 Social Protection and Labor Strategy be updated to institutionalize ASP as a core pillar, mainstream gender equity, inclusion and empowerment, and improve coordination between social protection, disaster risk management and climate action, and establish clear performance targets and accountability mechanisms for shock responsiveness.  \n∗
