However, the RFC2350 document for Gov-CSIRT Indonesia lacks a detailed framework, leading to many government agencies encountering challenges in optimally implementing CSIRT. Through this research, the author will conduct a study on various CSIRT standards and implementations from other countries, which will subsequently be used to develop strategies for Gov-CSIRT Indonesia in addressing national cybersecurity issues. This research aims to conduct a thorough assessment to derive the best strategies for the future development of Gov-CSIRT Indonesia. Additionally, it seeks to facilitate the effective implementation of CSIRT, enhancing Indonesia's resilience against cyber threats and contributing to the overall strengthening of national cybersecurity.  \nKeywords—CSIRT; SPBE; PDP; RFC2350.  \nI. INTRODUCTION  \nThe National Cyber and Crypto Agency (Badan Siber dan Sandi Negara, BSSN) has mandated guidelines for securing Electronic-Based Government Systems (Sistem Pemerintahan Berbasis Elektronik, SPBE) and requires the implementation of Computer Security Incident Response Team (CSIRT) infrastructure across all government sectors, as detailed in BSSN Regulation No. 4/2021 on SPBE Information Security Management Guidelines and Technical Standards [1] . This directive underscores the imperative to safeguard government information systems against cyber threats, necessitating each sector to establish robust CSIRT infrastructure, as per BSSN Regulation No. 10/2020 on Cyber Incident Response Teams [2], complemented by Presidential Regulation No. 82/2022 [3] . CSIRTs are pivotal in detecting, handling, and responding to cybersecurity incidents [4], [5], [6], encompassing incident identification, response, risk mitigation, and providing technical support. Despite the RFC2350 guidelines by BSSN for Gov-CSIRT Indonesia to govern CSIRT implementation [7], a detailed execution framework is lacking, leading to suboptimal CSIRT deployment across many government agencies [4], [7] . The  \nnationwide rollout of effective CSIRT across Indonesia's government sectors is crucial for SPBE security, mandated under BSSN Regulation No. 4/2021 [1] . Internationally, countries like the Netherlands, United States, and Brazil have developed \"CSIRT Maturity Kits\" to enhance readiness [6], with ENISA providing the CSIRT Good Practice Guide as a standard for CSIRT development in the EU [4] .  \nThe implementation of Computer Security Incident Response Teams (CSIRTs) within Indonesia's government sector has been the subject of scrutiny in recent studies. Najiya et al. [8] identified significant challenges such as bureaucratic decision-making processes, resource constraints, and the limited authority of the PDSI unit. Concurrently, Haidar et al. [9] conducted a comparative analysis of Gov-CSIRT services against the FIRST CSIRT Framework, highlighting areas in need of improvement. Addressing these challenges requires a coordinated approach across various elements, as emphasized by Tanczer [10] and Gobler [11] .
