The document sets out planning, legal, and design considerations for side and rear extensions, basements, loft conversions, and other alterations. It explains how the Council’s Local Plan policies link to the SPD, when proposals may fall under permitted development and require prior approval, and what submissions (scaled drawings, elevations, floor plans, photos) support timely application decisions. It also covers consultation, listed buildings, conservation areas, Article 4 directions, and key structural requirements for basement works and demolitions.","Local Plan Supplementary Planning Document House Extensionsand External Alterations \nMay 2015 \nContents \n1 . Introduction \n1.1.1 This Supplementary Planning Document (SPD) aims to provide a clear set of guidelines with appropriate illustrations of how changes such as side and rear extensions, basements, loft conversions and other house alterations and extensions, should be designed. The examples given are only indicative of the Council’s approach and are not intended to stifle sensitive and imaginative design. \n1.1.2 The Council’s Local Plan informs the guidance set out in this document and applicants are encouraged to adhere to these principles. The guidance applies to the design of all house extensions and alterations irrespective of whether or not the proposal requires planning permission. \n1.1.3 Because of the diversity of house styles within the borough, it is neither possible nor desirable to cover every type of addition or eventuality. In conservation areas and with listed buildings and buildings of townscape merit, greater care and attention is required and more restrictive policies may apply. The Council also encourages high standards of energy and water efficiency in existing properties and in conversions and extensions. \n1 . 2 LOCA L P LA N DOC U M E NTS \n1.2.1 This document should be read together with the Council’s Local Plan, including the Core Strategy (2009), the Development Management Plan (2011), the Twickenham Area Action Plan (2013), the emerging Site Allocations Plan as well as the Council’s Good Practice Guide on Basements (2015) . \n1.2.1 Relevant supplementary planning documents include the SPDs on Residential Development Standards, Small and Medium Housing Sites, Buildings of Townscape Merit, Sustainable Construction Checklist, Front Garden & Other OffSreet Parking Standards and the Village Planning Guidance SPDs. See the Planning Portal ([www.planningportal.gov.uk](www.planningportal.gov.uk)) for further information \n2.1.2 Note that Government has changed Permitted Development rights so that householders can build larger extensions, subject to certain criteria and conditions, and firstly gain Prior Approval from the Council before commencing work. This increase is from 3 metres to 6 metres for a terraced or semidetached property, and 8 metres for a detached property.
