to 113 on August 14,passed HR 6143,which provides a three-year,$1.195 billion program of grants andand loans to public and private nonprofit colleges and universitiesto help build classrooms, laboratories, and libraries. The bill \nwas supported by 180 Democrats and 107 Republicans;it was opposed by 57 Democrats and56 Republicans (roll-call appears on page 2). \nDemocratic and Republican members of the House Education and Labor Committee andthe House leadership of both parties successfully defended the bill from a series of amend-ments which would have: \nPermitted any institution of higher education which 'is or may be prejudiced'by themaking of a grant or a loan to another (presumably church-related)institution to bring civilsuit against the U.S.Commissioner of Education to determine whether the grant or loan isconsistent with the first amendment to the Constitution;restricted the grants to public institu-tions only;prevented the authorization for the program from becoming effective until theFederal budget is balanced;reduced the authorization for fiscal 1964 by $130 million;re-duced the interest rate on the loans to a flat 2 percent;required relocation and property pay-ments to individuals and small businesses displaced by the program. \nThe so-called \"Powell amendment,or civil rights rider, was not even mentioned in thedebate. It had been defeated the week before when an attempt was made to attach it to HR 4955,the vocational education bill. \nThe floor fight for HR 6143 was led by Representatives Edith Green (D-Ore.),chairmanof the Special Subcommittee on Education and author of the bill, and Albert H.Quie (R-Minn.),ranking Republican member of the subcommittee and author of an identical measure,HR 6144. \nSeveral Republicans, speaking in support of the bill, expressed the hope that it could re-main a 'bricks and mortarl measure as it moves through the Senate.A similar collegefacilities bill was passed by the House in January,1962,by a vote of 319 to 79;but when itreturned from a Senate-House conference in September with a section providing for \"non-reimbursable'!loans to students, the House rejected it,214 to 186. \nIn the Senate, all education measures still are before the Subcommittee on Education ofthe Labor and Public Welfare Committee. The subcommittee has concluded hearings onS580,the proposed comprehensive National Education Improvement Act,which contains inone bill all of the Administration's education proposals. However, the subcommittee has notyet held any executive sessions to begin 'marking up the bill. \nIn the House debate, several Representatives indicated that they had received considerableexpression of support for HR 6143 from presidents and other individuals
