Institute,including 21 different local surveys between 1980 and 1991,found widespread  \ndiscrimination across the country against gay men and lesbians.The study also stated thatgay men and lesbians reported discrimination in public restaurants,in health services,insurance,and education(LCCR&LCCRE,2002).The Civil Rights bills have beenintroduced into the legislation process that will “grant special rights of nondiscriminationbased on sexual orientation.\"Along with the homosexual adult community,there is anincreasing number of homosexual youth today.The 1996 National Longitudinal Study
