of a still-indecipherablesituation emerge in the informationcoming from Honduras since the be-ginning of April, which may have theirinception in the turgid waters of aUnited States tragedy. \nAnnouncement was made on April 1,that General Lopez Arellano,ad hocpresident of Honduras and the chief ofthe armed forces, had resigned his mili-tary office and would continue only asa“civilian”head of state. These changes, like movements on a checkerboard,seem-ed at first to concern only an internalstruggle in the pattern of the ad hocregime that has controlled the countryintermittently since 1963. \n# History of Usurpations\n\nIn 1972,Lopez Arellano, the highestranking officer of the Honduran militaryforces, unseated the last elected presi-dent,Ramon Ernesto Cruz. The latterhad been elected under the aegis of thegovernment of Lopez, only months be-fore,and was trying to conduct a coali-tion government. \nLopez had previously staged a coupagainst President Villeda Morales,in1963,seizing cont ol only days beforethe prepared presidential elections ofthat year. Two years later, under hisown ad hoc regime,he held electionsand of course won the presidency onceagain.During these successive acces-sionc to power,he had also the dualrole of chief of staff of the army andits sole general,as well as head of state. \nDuring the periods of this currentmilitary rule, the opposition Liberal Par-ty,which had been founded and directedby the much esteemed democrat,RamonVilleda Morales, committed itself to therestoration of a constitutional govern-ment.To this end the party had decidedto join forces with President Cruz in acoalition government. But by 1971,thebrightening perspectives of the countrywere shaken by the death of VilledaMorales—a loss which undoubtedly in-spired Lopez Arellano once again to foisthimself into the presidential seat. \nOnly lately there had come news ofthe resurgence of the Liberal Forcesand the strengthening of the accordamong the second echelon of party lead-ers,who had been schooled under theleadership of Villeda Morales \n# HONDURAN HEAD OUSTED BY PEERS\n\nIT is time that some Inter-governmentalagency,of an impartiality beyond dis-pute,would re-examine and define theterm“Political Prisoner,”and clothe theterm with the valid authority necessaryto give it true substance and thus re-store the impact it warrants. \nWe mention this because in recentmonths the term“Political Prisoner”and its implied characteristies, such as\"torture,\"“extended and undefined in-carceration,\"\"deprivation of just trial,”\"humiliations and indignities of the theapplications of these terms,in the pres-ent deteriorated stage of internationalconfrontations, and those in the earlydays of the United Nations. Then suchprotests against the political imprison-ments
