authorization expired,would return in fiscal 1987 under a plan accepted yesterday by the House Post-secondary Education Subcommittee during its reauthorization markup of the Guar-anteed Student Loan(GSL)program.  \nThe plan,offered in an amendment by Rep.James Jeffords,R-Vt.,would allowstudents with debts from several sources and totalling more than $7,500 to con-solidate the loans into one payment.Those payments would be graduated andspread over as many as 25 years,depending upon the amount of indebtedness.  \nUnlike the old consolidation program,however,all lenders would be eligible toparticipate in the program.Under its previous authorization,all loans wereconsolidated through the Student Loan Marketing Association.  \nFew Issues DecidedAlthough panel members adopted the consolidation plan,It was one of the few major 1ssues agreed upon,as the subcommittee began itswork on the GSL program laws。The subcommittee had hoped to finish its workyesterday on the GSL portion of Title IV of the Higher Education Act,butinstead will be revisiting many proposals in the coming weeks.  \nAmong the ideas still to be acted upon is one from ranking minority memberThomas Coleman,R-Mo.,that would recoup the interest subsidy on loans during astudent's grace period after graduation.  \nUnder current law,the federal government continues to pay the interest thataccrues on a GSL during the student's nine-month grace period after he or sheleaves school。In Coleman's proposal,that part of the subsidy would be tackedon to the student's payments once they begin.  \nSignificant SavingsThe proposal would save the government more than $400m11lion,based on current loan volume,while adding little additional burden tothe student,Coleman said.For example,a student with a $5,000 loan would owea deferred interest subsidy of $300,which would add $2.50 to the student'sloan payment,he said.  \n\"The student would have the money when he needs it,while he's in school,andhe would have to pay it back when he can afford to do it,\"Coleman said.  \nAnother deferred plan,offered by panel Chairman William D.Ford,D-Mich.,would gradually repeal the 5 percent loan origination fee.Ford originallywanted the entire fee repealed beginning in 1987,but then asked that it bephased out 1 percent a year,beginning in 1987.Ford's amendment to cut therepayment grace period
