In Peru, a constituent assembly election proceeded on June 19 despite attempts to block it, confirming prior expectations and highlighting voter distribution, including Belaunde Terry supporters shifting toward Christian Democrats. In Nicaragua, the article frames the moment as a democratic turning point, contrasting Somoza-era history with emerging opposition efforts such as the Frente Amplio Opositor and the Group of Twelve’s return.","PERU \nELECTIONS in various Latin Ameri-can countries and of varied characterare beginning to move into the Hemi-sphere vistas-each of them, even if itis a minuscule gesture towards change, presents a focus of examination as to itspromise of future democracy, now longstrangulated in many Latin Americancountries.... \nIn Peru, despite a succession of at-tempts by various sectors of the extremepolitical spectrum to prevent or circum-vent the election of a Constituent Assem-bly,the election successfully took placeon June 19th. \nThe results confirmed in great partthe prognosis projected in our article onPeru in the April,1978 issue. \nWhile the precise lists of constituentsin the Assembly are still not availableas we write, modification of the alreadyannounced results can only be slight.Theonly item, which bears special scrutiny, may be the analysis of how followers ofBelaunde Terry distributed their votes, since his party abstained in the contest. Many of Belaunde's followers seem tohave voted for the Bedoya list of Chris-tian Democrats. \n卑 \nIt is apparent as anticipated that theApristas continue to maintain theirstaunch, organized militancy, despite theconstant efforts of extremists from bothends to erode its strength. With VictorRaul Haya de la Torre leading the listsof Apra's Assembly candidates, the Par-ty won first place—with at least 36%of the votes;this figure may come topossibly more, when the complete com-putations are made. \nSecond—also as previously anticipated—was the Popular Christian Party,head-ed by Luis Bedoya, former Mayor ofLima;came in with the second highestshowing, and 27%of the votes. \nIn a possible effort to forestall theirpoor showing, several extreme leftistfractions decided that only a coalition ofgroups could validate their existence;afront calling itself FOCEP(Obrero,Campesino,Estudiante Popular)receivedapproximately 11%;while the rest ofthe votes were divided between variedother Socialist and Communist groups. The sector of the Christian Democratsunder Cornejo Chaves, which had col- \n# HEMISPHERICA\n\nELECTORAL STIRRINGS IN AMERICAS \nlaborated with the Velasco dictatorship, was almost ignored by the voters.Otherdiverse groups also received erumbs fromthe electoral, some of them too few toallow them to participate in the comingAssembly. \nThe election proceeded without the dis-ruptions which were pre-shadowed in theefforts to prevent the contest. The onlyincident was the detention and deporta-tion of General Rodriguez Figueroa, whohas been in hiding, following his disrup-tive activities as head of a small out-lawed Revolutionary Socialist Group.True to its responsibility, the ElectoralTribunal advised the President,GeneralMorales, that this act against Rodriguez \nAS observers—and participants—in thestruggle for democracy in LatinAmerica, over many decades,we havenoted that there is a moment in a peo-ple's fight for freedom when—as in atest-tube—the catalytic element is addedto the simmering popular ingredients, topermit a successful result. \nWe believe this is such a moment inNicaragua's long struggle to divest it-self of the burdensome and anachronis-tic incubus of its dynastic dictatorship. The evidence for this is gathering:Onthe one side, negatively, there are therecent frantic efforts of the present headof the dynasty—Anastasio—to\"cosmeti-cize”his image;he also is
