The United States \n4 Court of Federal Claims is now in session. \n5 THE COURT: Good morning . Please be seated . \n6 We are on the record in the matter of Hazlehurst v. \n7 Secretary of the Department of Health and Human \n8 Services, Case No. 03-654V . The purpose of this \n9 week's proceeding in Charlotte, North Carolina, is \n10 twofold . The first purpose of this proceeding is to \n11 hear fact and expert testimony concerning the claim \n12 brought under the Vaccine Act by Mr. and Mrs. Rolf \n13 Hazlehurst on behalf of their now seven-year-old son, \n14 Yates . \n15 The Hazlehursts have alleged that the \n16 vaccinations Yates received within his first year of \n17 life caused his gastrointestinal condition and his \n18 autism. Consistent with the requirements of the \n19 Vaccine Act, this claim has been assigned to me, 20 Special Master Patricia Campbell-Smith, to determine \n21 whether the Hazlehursts are entitled to compensation \n22 under the Vaccine program for Yates' injuries, and I \n23 alone will decide Yates' particular case. \n24 While the Hazlehursts are bringing a \n25 specific claim on behalf of their son, they have \nHeritage Reporting Corporation \n(202) 628-4888 \n5A \n1 agreed to permit their case to be heard as a test case \n2 in the joint proceeding known as the Omnibus Autism \n3 Proceeding, or OAP . The OAP is an efficient method of \n4 proceeding on the nearly 5,000 individual vaccine \n5 claims filed by families on behalf of their children, 6 who have autism or a similar condition. \n7 The OAP permits the hearing of expert \n8 medical and scientific testimony within the context of \n9 an actual case that also serves as a test case on the \n10 general causation issue of whether routinely \n11 administered childhood vaccinations can cause autism. \n12 The test case is decided on its particular facts, and \n13 the general causation evidence that is heard may be \n14 applied later in other specific cases. \n15 Because the Hazlehursts have agreed to \n16 permit their case to be heard as a test case, the \n17 second purpose of this hearing is to hear additional \n18 general causation evidence on the f","cbCais9VCA9RBCtR","https://ap.wps.com/l/cbCais9VCA9RBCtR","pdf",926396,206,"English","# Proceedings\n## Opening of court session and purpose of the hearing\n## Test case framework under the Omnibus Autism Proceeding\n## General causation theories and related test cases\n## Scheduling, breaks, and opening statements","[{\"question\":\"What court and docket number govern this hearing?\",\"answer\":\"The hearing is before the United States Court of Federal Claims under Docket No. 03-654V.\"},{\"question\":\"What allegations are presented regarding Yates Hazlehurst?\",\"answer\":\"The Hazlehursts allege that vaccinations received within Yates’ first year caused gastrointestinal conditions and autism.\"},{\"question\":\"What is the role of this case within the Omnibus Autism Proceeding?\",\"answer\":\"The case is permitted to be heard as a test case within the Omnibus Autism Proceeding, addressing general causation and later applying evidence to other specific cases.\"}]","Hazlehurst v.
