It critiques the Secretary of Energy’s stance after the Iranian collapse, connects policy drift to political and social unrest, and challenges Congress-facing decision making. collapsed, the managing director of ShellPetroleum warned that if oil exports from Iran were not resumed,\"the rest of the wor1dcould be in a shambles.\" \nTo direct Shel1 and to run U.S.Government energy policy requires, itis assumed, responsible men. And when responsible men outline a near-revolutionarysituation in the United States, and a wor1d in shambles,it is not surprising thattheir voices are heard and indeed that in the United States at least there arose agreat cry in the press for a major deal with Mexico. \nThis,particularly,since the same Energy Department in the UnitedStates was forecasting $23 to $34 per barrel oil in constant 1977 dollars by the 1980s,and even this only \"if we are able to bring in coal gasification and coal liquids andoil shale and other things of that nature with full success.\" \nYet,now the Secretary of Energy follows up by volunteering a judgmentthat only a low priority need attach to Mexican energy resources and to the capacityof Mexico to contribute to an averting of a\"world in shambles\"and a near-revolutionarysituation in the United States. \nIs this indecision,a day to day drift,or is it an historic misjudgmentin decision-making? \nAs soon as the Congress came back,Senator Stone went to the floor of theSENATESenate to protest the consequences of the position on Mexican energyREACTIONresources being taken by the Energy Secretary:\"I had discussed thismatter with Department of Energy officials including Secretary Schle-singer several times in the past year..and I was reassured of \"our \ngovernment's interest once the Energy Act was passed.\"Now,Secretary Schlesinger'sspeech \"putting the Mexican resources on the back burner has clearly raised questionsas to the Administration's attitude.\" \nThere are two possibilities,of course:(1)One is the charitableresponse that all this is a ploy to out-manoeuver the Mexicans by feigning disinterest -even at the risk of further confusing the American public regarding the urgency of theproblem. \nThis is extremely insulting to Mexico whose men at Pemex know as muchas Mr.Schlesinger does about the world energy situation. \n(2)The second possibility is that it is simple stupidity,of whichthis Administration is so very capable.
