R. 3854  \nTo allow the Coast Guard to issue a certificate of documentation with acoastwise endorsement for the vessel Oliver Hazard Perry, and for other purposes.  \nIN THE HOUSE OF REPRESENTATIVES  \nJULY 18, 2019  \nMr. CICILLINE introduced the following bill; which was referred to the Committee on Transportation and Infrastructure  \nA BILL  \nTo allow the Coast Guard to issue a certificate of documentation with a coastwise endorsement for the vessel Oliver Hazard Perry, and for other purposes.  \n1 Be it enacted by the Senate and House of Representa- 2 tives of the United States of America in Congress assembled, 3 SECTION 1. FINDINGS.  \n4 Congress finds the following:  \n5 (1) In 2018, the Tall Ship SSV Oliver Hazard  \n6 Perry was named the Official Flagship and Tall  \n7 Ship Ambassador of Rhode Island.  \n8 (2) At 200 feet long, the 3-masted Tall Ship  \n9 SSV Oliver Hazard Perry is the largest civilian Sail-  \n2  \n1 ing School Vessel in the United States and serves as  \n2 Rhode Island’s Official Education Sailing Vessel.  \n3 (3) The mission of the Tall Ship SSV Oliver  \n4 Hazard Perry is to provide innovative and empow- 5 ering education-at-sea programs that promote per- 6 sonal and professional growth.  \n7 (4) The Tall Ship SSV Oliver Hazard Perry is  \n8 named after Commodore Oliver Hazard Perry, from  \n9 Rhode Island, who led United States forces to vic- 10 tory in the decisive Battle of Lake Erie in the War  \n11 of 1812.  \n12 SEC. 2. JONES ACT WAIVER FOR THE OLIVER HAZARD  \n13 PERRY.  \n14 (a) IN GENERAL.—Notwithstanding section  \n15 12112(a)(2) of title 46, United States Code, the Secretary  \n16 of the department in which the Coast Guard is operating  \n17 may issue a certificate of documentation with a coastwise  \n18 endorsement for the vessel Oliver Hazard Perry (IMO  \n19 number 8775560; United States official number  \n20 1257224) .  \n21 (b) TERMINATION OF EFFECTIVENESS OF ENDORSE- 22 MENT.—The coastwise endorsement authorized under sub- 23 section (a) for the vessel Oliver Hazard Perry (IMO num- 24 ber 8775560; United States official number 1257224)  \n3  \n1 shall expire on the first date on which any of the following  \n2 apply:  \n3 (1) The vessel is sold to a person, including an  \n4 entity, that is not related by ownership or control to  \n5 the person, including an entity, that owned the ves- 6 sel on the date of enactment of this Act.  \n7 (2) The vessel is rebuilt and not rebuilt in the  \n8 United States (as defined in section 12101(a) of  \n9 title 46, United States Code) .  \n10 (3) The vessel is no longer operating in primary  \n11 service as a sailing school vessel or an educational  \n12 sailing vessel.  \nÆ","cbCailwz36d1tI7f","https://ap.wps.com/l/cbCailwz36d1tI7f","pdf",232059,"English","# Findings\n## Jones Act waiver for Oliver Hazard Perry\n## Termination of effectiveness of endorsement","[{\"question\":\"What does H.
