CARLSBAD \nFEBRUARY,1925 \nTo the Commission for the Development of the State's Propertyat Saratoga Springs: \nGENTLEMEN.—I appreciate keenly the honor you do me in sum-moning me from Carlsbad, perhaps the best known of the healthresorts of the old world,to eome to New York to advise regardingSaratoga, which is probably the best known of those in the newworld. \nI beg to acknowledge with appreciation the many courtesies thatI have received from the Commission and from the officials of theSaratoga Reservation, all of whom have lent me every possibleaid in pursuing my investigation. \nIn the first place, and before taking up in detail the matter ofthe waters,I find that Saratoga possesses all of the general advan-tages of a first class health resort;a stimulating elimate,a beau-tiful country offering opportunities for attractive drives and forthe development of graduated walks that are so necessary for thecarrying out of health measres in a cure resort, and easy aceessi-bility to great centers of population. \nWhen we come to consider the matter of the waters themselves,a few words of explanation are necessary to make my point of viewon this subject clear \nMineral waters are of two general kinds, those for internal andthose for external use. Many of the spas of Europe possess onlyone type of water, either that for external or for internal use.Among its multitude of springs Saratoga has numerous examplesof each kind.It would be diffieult to obtain wiser eounsel regard-ing the management of the springs as such than that contained inthe admirable and learned report of Professor Paul Haertl, whichwas made to the Saratoga Commission about ten years ago audwhich is contained in the report to the Legislature under dateof 1914.In this report he advises sealing up all the springswhose waters are not actually being used for treatment, beeause the \n2 \nunnecessary rning away of mineral springsespeeially thoseeontaining earbonie aeid gas, weakens the remaining springs, andunder these cireumstances springs should not be allowed to spoutas objects of ornament and beauty. Also no storing or bottlingof earbonie aeid gas shonld be allowed for the same reason.Iheartily eoneur in this and urge that his recommendations beearried out. \nAs far as my knowledge goes the sealing of unneeded springshas been earried out wisely and I assume the process will be read-justed from time to time as changes in the chemieal eonstitutionof the waters takes place. The handling of mineral springs, especially those eontaining earbonie aeid gas,is a delieate andsubtle matter and ean be earried out only by competent chemistsand engineers who are at hand, and who ean revise their adjust-ments as changes take place from time to time in the chemiealcharaeter of the waters. \nProbably the most valuable single group of waters at Saratogaare the earbonie aeid waters which are of great use in the treat-ment of heart and arterial diseases,a method which was firstpopularized at Nauheim and has been made use of since at manyother places,","cbCaiqE8Nh18YooZ","https://ap.wps.com/l/cbCaiqE8Nh18YooZ","pdf",506040,"English","# Introduction\n## Saratoga as a
