This report updates the previous Systematic Country Diagnostic (SCD) for Guinea completed in March 2018, and reassesses emerging constraints to the country’s development and structural transformation, consistent with the World Bank Group’s evolving mission to end extreme poverty and promote shared prosperity on a livable planet, including increased job creation. The Streamlined SCD drawson recent analytical work, such as the Country Economic Memorandum (2023b), Guinea Economic Updates (2024, 2025), the Jobs and Economic Transformation report (2023a), Poverty Assessment (2022), Public Expenditure Review (2021), the Guinea Country Climate and Development Report (2025c), the Risk and Resilience Assessment (2023c) and a series of sector policy notes prepared for the Guinea’s transitional government (2022) . This Streamlined SCD reassesses the binding constraints to growth, inclusion and sustainability identified in the 2018 SCD, highlights emerging constraints, and proposes development priorities to address the constraints. It reprioritizes policy and investment actions where necessary and identifies critical knowledge gaps that must be addressed to better achieve sustainable development outcomes.  \nI. Country Context and Key Recent Economic and Social Developments  \n2. Guinea has abundant natural resources and a privileged geographic location, with significant untapped potential for inclusive wealth creation amid high climate vulnerability. Guinea has about a third of the world’s known bauxite reserves (7 to 8 billion tons), the world’s largest untapped iron ore deposits at Simandou (estimated at 4 billion tons), significant reserves of gold (estimated 700 million tons), diamonds (30 to 40 million carats) and other minerals. Guinea has hydropower potential estimated at 6,000 MW, only a third of which is exploited so far, and could fully meet domestic demand and export to the subregion through interconnection (existing and ongoing) with the West Africa Power Pool. Abundant rainfall provides excellent agro-climatic conditions for cultivating a wide range of agricultural products, yet insufficient use of water management techniques leave farmers exposed to rainfall variability risks, while poor quality roads limit access to more lucrative markets. Climate change—notably rising temperatures, decreasing rainfall and increasing rainfall variability—negatively impact Guinea’s wealth creation potential, amplifying the risks to sustainable development and weakening resilience to climateinduced shocks.  \n3. Leveraging Guinea’s natural resources and mining to spur further non-mining development, is vital for the country’s inclusive growth and development underpinned by job creation. The mining industry—dominated by bauxite and gold—is the largest contributor to economic growth and accounts for about 90 percent of exports. Mining will continue to shape Guinea’s development trajectory—Guinea is the world’s top bauxite exporter, with ample reserves, and Simandou mine exports are anticipated to commence in 2026. Both bauxite and iron represent key “transition minerals” required for aluminum and steel production, respectively, two industries that are prioritizing the use of zero-carbon technologies that are fundamental to the global low-carbon green transition.4 In this regard, Guinea is strategically positioned to leverage its mining and natural resources to pursue broad-based socioeconomic development and accelerated climate-responsive actions—learning from countries like Botswana and Chile that have successfully used their resource wealth to build human and physical capital and increase shared prosperity.  \n4 Global demand for these ores is thus projected to be sustained (World Bank, 2017) .
