Objective \nConfirm compliance with the requirements of the Specification and afford the reviewer the opportunity to issue advisory comments to the Contractor regarding potential public safety issues. \nII. Overview of Review Process \nWithin 15 days of receiving a SOE submittal from the Contractor (via the Construction Manager), the reviewer is to: \n➢ Complete their review of the SOE submittal \n➢ Draft comments \n➢ Present draft comment letter to the PTC-Geotech unit's lead representative for concurrence \n➢ Issue final comments to the Contractor through the Construction Manager. \nThe reviewer's comments are to be of two types: Mandatory and Advisory. \nMandatory Comments – Mandatory comments identify aspects of the submission that are in violation of the project Specification. These must be addressed with corrective action by the Contractor prior to beginning work. \nThe reviewer must clearly state the specific violation of the specification in each mandatory comment. \nExamples of mandatory comments include: \n➢ Special provision FXX.00 H-Piles lists acceptable grades and standards of steel for the Hpiles. The submission identifies that the H-Piles are to be ASTM A572, Grade 50 or better. ASTM A572 is not a standard of steel allowed by special provision FXX.00 for H-Piles. \n➢ The use of the temporary Glare Screen Median Barrier as temporary shoring is not permitted per the allowable shoring types listed in FXX.03(c) of the Temporary Shoring special provision. \n➢ When using the structure borings from the contract drawing sheets, remove the original engineer initials that verify the classifications ofthe material encountered in the test borings; provide Design Engineer's own verification statement if the borings are relogged in accordance with PennDOT Publication 222. \n➢ Prepare and submit a monitoring plan in accordance with Section FXX.03(d) of the Temporary Shoring Special Provision. \n➢ In accordance with the Commission's Temporary Shoring Special Provision FXX.03(b), it is the Contractor’s responsibility to fully characterize the relevant site conditions and to perform any additional geotechnical investigation or testing, including re-logging the existing core borings. The Contractor has failed to comply with this provision. If the \nContractor's engineer does not intend to relog the existing core boxes and does not need to perform any additional investigation, the Contractor may, after review the existing rock core and soils samples from borings that will be utilized for SOE design, submit a letter that provides a statement of concurrence with the information presented on the boring logs as being representative of in-situ subsurface site conditions. The Commission will not recognize any claims of differing site conditions and/or claims regarding this pay item for this project due to failure to fully comply with this provision. \nAdvisory Comments – Advisory comments provide notice to the Contractor regarding observed and apparent design flaws, errors in judgement, omissions, mistakes and/or deviations from standard engineering practice made by the Contractor which do not violate the contract provisions but are deemed by the reviewer to be potentially significant to either the constructability of the shoring or to the safety of the public. \nAdvisory comments may include items that are differences of opinion related to interpretation of design manuals and procedures. Design references and manuals, particularly Design Manual 4, are typically prepared for the design of permanent structures and do not directly apply to the design of temporary shoring. Differences in opinion in the use and interpretation of design references should be listed as an advisory comment to affo","cbCaipPaHoPMAbDG","https://ap.wps.com/l/cbCaipPaHoPMAbDG","pdf",298730,"English","# Objective\n# Overview of Review Process\n## Mandatory Comments\n## Advisory Comments\n# Summary of Contractor Next Steps","[{\"question\":\"What is the objective of these review guidelines?\",\"answer\":\"To confirm compliance of SOE submittals with the specification requirements and to give the reviewer a basis to issue advisory comments on potential public safety issues.\"},{\"question\":\"What are Mandatory comments, and what must the Contractor do?\",\"answer\":\"Mandatory comments identify specification violations and must be addressed with corrective action by the Contractor before beginning work.
