been accomplished;that is,the happy task of giving away the prizes.Thesecond thing, which is also easy and pleasant,is to express my very high appreciation of thehonour which has been done to me by theBirmingham and Midland Institute. It is aposition that is made honourable by the statusand importance of the Institute itself, and alsoby the fact that so many distinguished men havepreceded me as presidents. To that list of dis-tinguished men the Institute has been good enoughto add my name, and for that I wish to take thisopportunity of making very sincere, cordial, andgrateful acknowledgment. meit is not so:political life trains men in a facultyfor talking about many things without becomingan expert in anything:and political affairs areso loose and uncertain that they do not easilylend themselves to scientific treatment.Thesubject of democracy is no exception to thisdifficulty.First let us consider what democracy is.I shall use the term as meaning the particularsystem of government now.understood andapplied in our own country. It is the emancipationof and admission to a share in Government of all \npersons of every class, and of both sexes who areof reasonable age.But millions of electors, ofwhom all but an infinitesimal fraction are engagedin doing work by which the nation lives, cannotthemselves directly exercise the functions ofgovernment. They therefore entrust the duty ofgovernment to a comparatively small body, the House of Commons, which is composed ofindividuals who are from time to time directlyelected for this purpose. The House of Commons, however,is much too large to be an executiveas distinct from a legislative body, and thefunctions of government are,t","cbCaioROzj5XKYxt","https://ap.wps.com/l/cbCaioROzj5XKYxt","pdf",823177,15,"English","# Democracy of
