\nVOL.XXI NO.25 \n# Govt helps fishermen toovercome energy crunch\n\nBecause Taiwan s an island situated in fertile trophical \nseas,fish has always played an important role in the diets ofpeople in the Republic of China. \nStatistics released by the Taiwan Provincial Government \nshow that output of fishery and marine products last year \namounted to 930,000 tons worth USS1 billion. \nGrowth in production since 1945,when the catch was \nonly 16,000 tons, has been an average of B per cent a year. \nSince fish accounts for such a large proportion of the \nprotein intake of the people of Taiwan, the government re- \ncently decided to subsidize fishermen's energy costs. \nUnder temporary measares to help fishermen tide overdifficulties resulting from the recent oil price hikes, the goV- \nernment will pay USS2 million to provide subsidies ranging \nbetween USSI7 and USS28 for each kiloliter of fuel oil pur- \nchased by fishing vessel owners. \nOil prices currently range between USS100 to USS200 per \nkiloliter,depending on the type of fuel and boat. \nThe government has also announced a plan to provide \nloans amounting to USS3 million for revolving funds for fish- \nermen. \nSecuity at sea has recently become a problem for fisher- \nmen in Taiwan, particularly since the Philippines governmentdeclared a 200-mile economic zone last year. \nAlthough the government of the Republic of China hasadopted a similar measure around its owa shores,it has provedinsufficient to protect local fishermen. \nThe Ministry of National Defense has therefore orderedits Navy and Air Force units to strengthen their patrols overthe 200-mile economic zone stretching from the southern coasLof Taiwan,to protect Chinese fishing boats operating withinthe area. \nA military spokesman said these patrols will stretch as faras the half-way line batween Taiwan and neighboring countries. \nAny foreign vessels entering into the territorial water oreconomic zona of the Republic of China will be subject to theprovisions of international sea law. \nWarships and airplanes will come to the aid of any Chi-nese fishing boats threatened by foreign vessels attempting toplunder them or commit violence against their personnel. \n# After brief euphoria in the U.S.media\n\nBy Richard L.Jen \nCentral News Contributing Editor \nThe era of euphoria between the Amer-ican media and Communist China, initiatedin 1971 by Peiping's\"ping pong\"diplomacyand \"smiling face\"propaganda after HenryKissinger's surreptious visit to mainland Chi-na,seems to have virtually ended,at leastas far as image projection is concerned. \nIt may be recalled that in the early1970s,American media correspondents, suchas the 87 newsmen who accompanied Rich-ard Nixon on his Peiping visit in Feb.1972,and the equally large contingent of reportersthat covered President Ford's visit to main-land China in December 1975,appeared un-mistakably to be bending backwards, whether by design or by coincidence, toavoid painting ugly features on the main-land canvas.Practically every dispatch, article or news photo was uniformly lauda-tory and decorous on an inoffensive theme. \nThe reason, indubitably, was that thepress from foreign countries was permittedto see only certain things or to visit certaincities. The result was predictable.By farthe most favorite topics for press
