It provides the findings of an INT administrative inquiry (the“Investigation”) into allegations of corrupt, fraudulent, collusive, and/or coercive practices, as defined by the WBG for the purposes of its own policies, rules and procedures (the “WBG’s Anticorruption Framework”), in relation to WBG-supported activities. The purpose of the Investigation was to allow the WBG to determine if the WBG’s Anti-corruption Framework had been violated.  \nThis Report is being shared to ensure that its recipients are aware of the results of the INT Investigation. However, in view of the specific and limited purpose of the Investigation underlying this Report, this Report should not be used as the sole basis for initiating any administrative, criminal, or civil proceedings. These privileges and immunities cannot be waived without the prior express written authorization ofthe WBG.  \nBackground  \nThe First Phase of the Inter-Zonal Transmission Hub Project (the “Project”), part of the Western Africa Power Pool (“WAPP”) Adapted Program Loan (APL3) program (with APLs 1 through 4 collectively referred to as the “WAPP APL program”), is financed by the International Development Association (“IDA”), the European Investment Bank, the Agence Française de Développement (“AFD”), the Republic of Ghana (“Ghana”), and the Republic of Burkina Faso (“Burkina Faso”) . The Project became effective in December 2012 and closed in December 2018 .  \nThe WAPP APL program seeks to assist the member states of the Economic Community of West African States (“ECOWAS”) develop a robust platform for WAPP. The WAPP’s overall development objective is to establish a well-functioning, cooperative, power pooling mechanism for West Africa, to increase access to stable and reliable electricity at affordable costs for the citizens of ECOWAS countries. This includes five distinct but mutually reinforcing sub-regional infrastructure development projects.  \nThe Project aims to reduce cost and improve security of the electricity supply to Burkina Faso while increasing the electricity export capability of Ghana. It is implemented by the Project Implementing Agencies. The Project consists of five components: (i) the construction of a transmission line between Bolgatanga, Ghana and Ouagadougou, Burkina Faso; (ii) the reinforcement of a transmission grid in Ghana; (iii) the electrification of rural localities in Burkina Faso; (iv) the work of the supervision / owner’s engineer; and (v) capacity building and institutional support to the Project Implementing Agencies for project implementation.  \nAs part of the first component, in March 2015, one of the Project Implementing Agencies issued an invitation for bids and the Bidding Document for Contract X financed by IDA and AFD.  \nIn May 2015, a Joint Venture of Company A and Company D (collectively, the “Joint Venture”) submitted its bid for the Contract.
