Primacy to Papacy:1100-1500 \n## What Kind of Primacy Did the Roman BishopExercise?\n\n By Daniel S.Hamilton \nn three previous essays'I endeavored to show that theRoman primacy was recognized from a very early periodin the Church even though its source or basis, geographicalextent and degree of authority became evident only graduallyas the Church itself expanded and developed in the RomanEmpire and some eastern territories of that time, the first fivecenturies of the Christian era.The prior essays presented theevidence for the conclusions, which are summarized here. \nThe Chalcedonian Fathers(451),in referring to the primacy“after Rome”given Constantinople by the Council ofConstantinople in 381,state that the Fathers of 381 had donethis just as the [ancient]Fathers had given the primacy toRome because it was then(as Constantinople was in 381)the capital of the Empire.Parsing the Chalcedonian state-ment (Fifteenth session,Canon 28)⁴makes clear that theChalcedonian Fathers must have been referring (in theirmind)to pre-Nicene Fathers since a Roman primacy wasacknowledged by Nicaea as existing apparently long beforethat assembly.(325) \nEarly conciliar testimonies to this primacy notably thatof the Council of Nicaea(325 A.D.),cite the already exist-ing primacy of Rome as a model and reason for conferringa primacy on Alexandria and Antioch in their geographicalregions.Even the earlier Council of Arles(314 A.D.)reported its conclusions to Sylvester,Bishop of Rome(314-335)as to a superior who would communicate its decrees toall the other Churches.²Several Fathers and religious writersof this early pre-Nicene period link the Roman primacy withPeter and Paul and their ministry and martyrdom in Rome.3 \nThus this 5ᵗ-century assertion, for which there is no extantevidence from the earlier pre-Nicene centuries, about thebasis for the Roman primacy remains a source of conflictbetween the Roman See and leaders of the OrthodoxChurches today who generally hold to the allusion made bythe Fathers at Chalcedon (451)that Constantinople I (381)continued on page 2 \nMsgr.Daniel S.Hamilton,Ph.D.,is pastor emeritus of Orthodoxy and the Catholic Church. \n## I.The Petrine-Pauline Foundation\n\nMore importantly,no extant testimonies from this pre-Nicene period identify the Roman primacy as emergingsolely or principally from its location in the capital of theEmpire. When the early Fathers and writers do identify asource for the primacy, they uniformly associate it with theministry and martyrdom of Peter and Paul in Rome. \n+IN THIS ISSUE G· \nWeek of Prayer for Christian Unity 2014Sermon:“Has Christ Been Divided?”(1 Cor 1:13)LORELEI FRANCIS FUCHS,SA……………………………Page 9That There Be No Divisions Among
