The address argues the measure tightened budgets, prompted debate and school closures, and reduced administrative layers, while also emphasizing cutbacks to recreation, evening school facility use, and multiple teaching and support positions. Fate”\n\nFRIDAY FLASHES—AUGUST 11,1978From Address by Dr.Robert F.Alioto,San Francisco Superintendent of Schools \nBased on the turmoil of recent weeks, itmay be anticipated that,as superintendentof schools,I see no value or positive sideto Proposition 13.Nothing could befurther from the truth. For example,Proposition 13 has had a positive effect inSan Francisco because it has forced a realtightening-up and a re-thinking of ourpriorities.Any reasonable analysis of ouradopted budget will reveal that it is thetightest budget proposed in the history ofthe San Francisco public schools. It tookthe San Francisco Board of Educationnearly a year of rancor debate, and a con-siderable amount of political courage toclose 22 schools that were not needed be-cause of the loss of approximately 30,000students over the last decade. However, incontrast, they were able to close 9 schoolsand 18 children's centers in less than 2months as the result of the public's recog-nition of the necessity for tightening-up.We are now in the process of re-thinkingour priorities, and this has caused theelimination of important, worthwhile pro-grams such as recreation and the use ofschool facilities in the evening by thecommunity to be cut from the budget inorder to preserve funds for the basicacademic programs. \n# Temper Union Demands\n\nProposition 13 also has forced a reduc-tion of the so-called administrative over-load so that 50 percent of the central officeadministrators,by board action, will be re-turned to the classroom. This in turn will, without any question, lead to the decen-tralization of administrative services,as itwill require site administrators to acceptmore authority, responsibility, and accoun-tability.Finally,from a positive point ofview,Proposition 13 with its absolutelystatutory limit on spending will result in atempering of employee union demands, and while in San Francisco where 3 out ofthe last 4 years past staff raises have notbeen granted this will not be a major fac-tor,it certainly will be a factor through thestate where some outrageous salary andfringe benefit packages have beennegotiated by public employee unions. \nNow to the disadvantages.I know youwill forgive me as I demonstrate some-what more enthusiasm for this portion ofthe presentation.Proposition i3 has re-quired,in an unprecedented, and totallyunrealistic short amount of time in a mas-sive reduction in our public school fundingwhich,in turn, reduced the number ofservices and programs for children.Forexample,we have had to eliminate 22reading resource personnel and 18 specialeducation support resource teachers.Al- \n(Continued on next page) \n\n| OFFICERS OF THE CLUB
