British Guiana.PremierCheddi Jagan is having Guianian youth sent to Cuba for mili-tary training under Soviet direction.These youth will serveas the hard core of Jagan's police and military repressive forceonce British forces withdraw from the country.Many non-Communists,seeing the straws in the wind,are leaving.Othersfeel the United States is about to give Jagan's governmentforeign aid,strengthening him against any possible efforts byanti-communists in British Guiana to overthrow him before theexpected arrival of stronger forces from Cuba or the SovietUnion.Loss of British Guiana to Communist would enableCommunist forces to endanger Venezuela and Brazil.  \nHaiti,while not so far down the Red road,alsois tottering.Communists now hold high positions in the Govemment.Mean-time,Red underground forces are undermining the rule of HatianPresident Dr.Francois Duvalier.The fall of Duvalier wouldleave Communists as the most obvious inheritors of political  \nOctober 1962  \npower.Haiti is just a few miles across the Windward Passagefrom Cuba,and adjacent to the Dominican Republic,now alsounder extreme subversive attack by Communists.Without actionto
