15,1959 \n# FOUNDATION GRANTS AND ACTIVITIES\n\nPOLICY AND PRACTICE \nThe John A.Hartford Foundation has recently pub-lished its first public report, for the year 1958.It hasfocused its activities on strengthening the field of medi-cine -the prevention and treatment of disease -withparticular emphasis on clinical research in voluntarynonprofit hospitals.Grants,\"based on the recommenda-tions of the doctors themselves, supported by the opinionsof recognized leaders in medical research,\"are gener-ally made for from one to three years and are not limitedto equipment or fellowships but frequently provide sup-port for professional, technical and other personnel;laboratory, training, and travel expenses;hospital careof selected test patients;and institutional overhead.Dur-ing 1958 medical institutions in 38 cities or towns in21 states received awards. In addition to the grants madeto medical institutions,$400,000 was distributed tohealth and welfare agencies. \nin this policy,or move toward one of more direct sup-port,will continue to create considerable discussion, aseducators seek unrestricted grants to be spent at thediscretion of the institution and emphasize the need ofcontributions for operational costs, capital expenditures, and general developmental purposes. This foundationhas made developmental grants only in most exceptionalcircumstances. It suggests that foundations and repre-sentatives of education establish more effective meansof consultation to determine the most efficient use offoundation funds. \nIn its review of operations during 1957 and 1958,theFoundation notes that no major changes occurred in itsgeneral grant-making policies but that the level of givingrose appreciably in the case of higher education andscientific research at universities. As in earlier years, asizable portion of its income was contributed for cancerresearch largely through the Sloan-Kettering Institutefor Cancer Research. \nIn its biennial report for 1957-58 the Alfred P.SloanFoundation stresses its continuing concern for the wel-fare of colleges, universities and other educational in-stitutions.It has made extensive direct contributions tohigher education, including awards for its baccalaureatescholarship program under which it is planning to makea continuing commitment of approximately $2 million;and its fellowship program for younger scientists, onwhich it expects to spend an average of $1 million an-nually.The Foundation has made supplemental contri-butions to the institutions involved in its fellowship andscholarship programs.Currently it is contemplating es-tablishment of a system of incentive awards for collegeand university faculties. \nIn general funds are concentrated upon projects of con-siderable size as a primary policy criterion, althoughoccasionally smaller grants are made for more modestprojects, usually to an institution which is already re-ceiving Foundation support.Occasionally the Founda-tion has contributed smaller sums to organizations withwell established programs of service to their communi-ties.Commitments are generally made for a single year.New commitments during this biennium amounted to$13.72 million. \nThe Foundation is currently studying other possibleareas in which grants may be made and intends to commitsome of its funds to the newer fields as well as to thosein which it has been active.Newer fields include pro-motion of research in the physical sciences and inophthalmology, and its undergraduate scholarshipprogram. \nThe Foundation states that scholarship and fellowshipprograms and grants in support of “experimental andresearch projects have perhaps become the characteris-tic forms of foundation giving to education.\"It notesthat the question of whether foundations should persist \nto medicine, under which it makes grants to institutionsfor new appointees, basic science departments,phar-macy and veterinary schools, research equipment andsupplies, student research activity, and emergency needs;education, with specific mention of me","cbCaiszgFKLiHAI1","https://ap.wps.com/l/cbCaiszgFKLiHAI1","pdf",1312031,16,"English","# FOUNDATION
