production.We must sell a greater amount overseas and hold steady and evenreduce the prices at which we can profitably do this.  \nOn our success in achieving this depend all our hopes for maintain-ing full employment and raising our standards of living.  \nCritical to that is the successful application of what we have allagreed and called the Policy for Productivity,Prices and Incomes.Whenever the application of that policy is obstructed either bysomething which is done—or is prevented from being done—thenthose responsible are denying us the very things we are fightingfor.  \nThis is the background against which the Government are nowpublishing the Plan for sustained and developing expansion.  \nIt has been worked out in the utmost consultation with industry.  \nThe National Economic Development Council,which includesrepresentatives of Unions and Management,have been consultedthroughout.The Council have recognised the vital part whichthey and the Economic Development Committees(\"Little Neddies\")have to play.They have specifically recorded their acceptance ofthe responsibilities involved.  \nIt isn't a Plan to tell us all what to do and when and how.Thatwouldn't be acceptable to a nation like ours.  \nBut it does show us what is necessary and possible.What isavailable to do it with.Where the weaknesses are.What degree ofchange is required.  \nThis Plan does not hide the difficulties of achievement or theconflicts which exist.  \nAbove aH,it makes it abundantly clear that we must,and will,payour way abroad as the basis for internal development.  \nThe Government must accept the responsibility for the nationalpolicies the Plan's success requires.  \nManagement and Unions,I know,wil accept their responsibilitiesonce the nature and scope of the job is recognised.  \nThis is a Plan for prosperity.Each of us is involved in it.Each of usis personally responsible for some part of it.Let's make it work.  \nFirst Secretary of State  \n在  \nThe task ahead  \nThis is a plan to make us more prosperous.  \nTo succeed we have got to do two things:  \n一we have got to get out of the red quickly.It is no userunning away from the fact that we are heavily in debt tothe rest of the world,and our first job must be to pay ourway;  \n—we have got to make sure that we do not get into thissort of mess again.This means big changes in the way wedo things,so that we can get production up,costs down,and,at the same time sell enough abroad to pay our bills.  \nOur aim is to step up production so that by 1970 we are producingaquarter more than last year.  \nThis 25 per cent increase will give us f8,000 millions more to usein 1970.It will enable us to pay our way in the world,raise ourliving standards and play a vigorous part in international affairs.  \nIt will all be needed if pay rises are not to be largely cancelled outby higher prices,if we are to take proper care of the old and thesick and build the new houses,schools,hospitals and roads whichwe must have.  \nTo do this we must produce more.It is the output of each one of us—our productivity—that matters.Productivity has been going upfaster in recent years—and this has been taken into account by theGovernment in fixing the target—but the improvement has notbeen rapid enough.This must be stated bluntly and faced frankly.  \nMost of our troubles today arise from the fact that our progressin recent years,although not bad by our own past standards,hasnot been good enough in comparison with other countries.Wehave been handicapped a little because some countries have hada bigger increase in their working population than we have had.But we cannot shelter behind this excuse.The real trouble is thatin other countries the amount produced by
