Directors emphasized the worsening food and nutrition crisis, the need for emergency plus medium- and long-term resilience, strong coordination with country programs, and adaptive implementation in conflict-affected areas, supported by monitoring and results frameworks.","Public Disclosure Authorized Public Disclosure Authorized  \nEthiopia, Madagascar, Intergovernmental Authority on Development (IGAD), and Centre for Coordination of Agricultural Research and Development for Southern Africa  \n(CCARDESA)  \nFood Systems Resilience Program for Eastern and Southern Africa using the Multiphase  \nProgrammatic Approach (MPA)  \nChair Summary*  \nJune 21, 2022  \nThe Executive Directors approved the Food Systems Resilience Program (FSRP) for the Eastern and Southern Africa Program using the Multiphase Programmatic Approach (MPA) for a total financing envelope of US$2.3 billion equivalent, including: (i) a Phase 1 of US$788.1 million comprising US$600 million to Ethiopia, US$158.1 million to Madagascar, US$25 million to Intergovernmental Authority on Development (IGAD) and US$5 million to Centre for Coordination of Agricultural Research and Development for Southern Africa (CCARDESA); and (ii) subsequent phases for the equivalent of US$1,511.9 million to Comoros, Democratic Republic of Congo, Lesotho, Malawi, Mozambique, South Sudan, Tanzania, Zambia, Zimbabwe, and additional regional organizations.  \nDirectors noted the unprecedented food and nutrition crisis in East and Southern Africa, which has deteriorated over the years and has currently reached alarming levels. They expressed their strong support for the ambition of the World Bank to help countries fight food insecurity in the region in the short, medium, and long term. They welcomed the regional integration design of the operation and the proposed support to regional organizations.  \nDirectors noted that the program includes a component on emergency interventions and highly appreciated the focus of the FRSP on the medium-and long-term resilience of food systems. They stressed that this is critical for longer-term sustainability and reduction of impacts ofthe multiple crises on vulnerable populations. Directors highlighted the need to ensure close coordination between the operation and other country programs that are specifically targeted to address the immediate food insecurity crisis.  \nDirectors highly appreciated the innovation of the operation taking a multi-sectoral food systems approach. They also commended the menu of options provided under the components of the operation, which allow adaptation to country circumstances and cross-learning among the beneficiary countries. Directors stressed the need to support productive infrastructure and tackle food loss and waste across the value chain, noting the importance of supporting agricultural policy reforms and addressing food production in the long term. They called for further efforts to address gender-related challenges in a more integrated and mainstreamed manner. They also underscored the role of the private sector and encouraged close WBG collaboration in the food security space.  \nDirectors took note of the risks associated with the implementation of this program, particularly in conflict-affected areas. Directors appreciated the program’s adaptive approach to addressing implementation risks, including the use of a third-party implementation agency in conflict areas in Ethiopia. They underscored the importance of strong results and monitoring framework and integration of lessons learned to maximize the impact of the program given the fragile situation in  \nthe region. They highlighted the importance of continued cooperation with development partners.
