Although theauthorized level of expenditures of bil¹s in Congress is approximately$100 million for a three-year period,Congress is unlikely toappropriate more than about $10 million in any one year. This figureis miniscule when compared to a total budget of about $500 billion, especially in view of its conservation significance. \nThe Senate passed its version,S.1140,of the NongameConservation Act by voice vote. The House conducted hearings on itsversion,H.R.10255,and heard no testimony in opposition, other thanfrom the Administration. With the solid backing of the entireconservation community and the state fish and wildlife agencies, thebill sailed through subcommittee and committee. When the CarterAdministration gave notice it would work to defeat the bil1,theproposal stumbled. After some work by conservationists, theAdministration rumored that it would not work against the legislation, and the bil1 was to go to the House floor on June 12.Then someunions and the U.S.Chamber of Commerce became aware of the bil1 andexpressed fears that this was the Endangered Species Act in disguise, and the bil1 was pulled from the calendar.More education work byconservationists was done to calm union fears. \nThe bil¹now awaits action by the House Rules Committee. But therumor is that they will not act without Speaker 0'Neill's approval, and that he wil1 not approve_until the President does. The Presidentseems to have come ful¹circle twice:first calling for new nongameprograms, then opposing those proposed by Congress, then saying hewili not work to defeat the legislation, and now refusing to allow thebil¹to the floor of the House.·It is also rumored that if passed byCongress, the President wil¹veto the bil1. \nAs the President pointed out in 1977,\"97 out of every 100federal wildlife dollars are devoted to less than one percent ofvertebrate species_that are hunted or fished for commerce or sport.\"Presently available funds are neither adequate nor appropriate fornongame programs.H.R.10255 would establish these needed programs andauthorize the necessary funds. It would also authorize comprehensiveplanning for al1 vertebrate species in the states, and wou¹d likelyreduce the number of real or feared conflicts between wildlife speciesand development projects. It seems to us that the question is not\"This is an expensive program, how can we afford it?\",but rather \"Howcan we fail to support such a worthwhile and necessary program?\"。 \nIf you agree with us,write the President at once.Tel1 him yousupport the Nongame Wi1dlife Conservation Act of 1978,and urge him todo likewise. \nThe House Merchant MarineandFisheries Committee,Subcommittee on Fisheries andWi1dlife (Conservation beganoversight hearings July 26 and 27on the Fish and ","cbCaiuUGVtK4cGjF","https://ap.wps.com/l/cbCaiuUGVtK4cGjF","pdf",1606413,"English","# FISH AND WILDLIFĘ\n## HOUSE HOLDS OVERSIGHT HEARINGS ON FISH AND WILDLIFE COORDINATION ACT\n## SAY ACT IS \"PERMISSIVE\"\n# PUBLIC LANDS\n## Senate To Speed Up Markup of D-2 Legislation?","[{\"question\":\"What is the main reason the report gives for delays in passing the nongame wildlife conservation bill?\",\"answer\":\"It argues the main impediment is the President’s opposition, which contrasts with earlier statements and leads to procedural setbacks such as pulling the bill from the calendar.\"},{\"question\":\"What did the House do regarding the nongame conservation legislation?\",\"answer\":\"The House conducted hearings on its version, received little opposition testimony beyond the Administration, and advanced the bill through subcommittee and committee before later complications.\"},{\"question\":\"What is the Fish and Wildlife Coordination Act and why is it discussed in the report?\",\"answer\":\"The report explains it as a 1934 law requiring consultation on mitigation measures in water project planning and highlights oversight concerns about whether mitigation provisions are being implemented.\"}]","FISH AND WILDLIFĘ - Nongame Needs Your Help | PDF",1790581998,23]
