Br ief Descr iption of the Proposed Action :  \nThis document is a site specific environmental statement (EIS) fo r the proposed storage of 24 ba rr els of crude oil at the Sulphur Mines salt in Calca s i eu Par ish , Louis iana . Sulphur Mines site fo r the Strategic Petroleum Rese rve (SPR)  \nimpact million  \ndome located is a cand idate program  \ncur rently being implemented by the Strategic Petroleum Re se rve Office (S PRO) of the Department of Energy (DOE) .  \nCreat ion of the SPR was mandated by Congress in Title I , part B of the Energy Pol icy and Conservation Act of 1975 , P . L . 94-1 63 (the Act) fo r the purpose of providing the United States with su fficient petroleum reserves to minimize the effects of any future oil supply interruption . The Act requires that within seven year s , the SPR contain a re se rve equal to the volume of crude oil imports dur ing the three consecut ive highest import months in the 24 months preceding Decembe r 2 2 , 1975 (approx imately 500 million barrels) . To implement the provisions of the Act , the Strategic Pet roleum Rese rve Office transmitted to Congress on Febr ua ry 16 , 19 77 , the Strategic Pet r ol eum Rese rve Plan . The SPR Plan became effect ive on April 18 , 197 7 . In addition , the Pres ident has proposed that the schedule for implement ing the SPR be accelerated , so that 250 million barrels is stored by 197 8 , and 500 million barr el s by 198 0 . An amendment to the SPR Pl an describing Pr ogram accele rat ion was transmitted to Congr es s and became effec tive on June 20 , 19 7 7 .  \n3 . Summary of Environmental Impact s and Adverse Environmental Effects .  \nTh is si te-specific Envir onmental Impact Statement (EIS) has ident ified particularly sens itive environmental parameters that have been investigated in detail for the Sulphur Mines , Louis iana site . The most sens itive para mete rs to be affected by oil storage development at this site appear to be water qual ity and air qual ity . However , the use through seve ral cycles at the Sulphur Mine s site would be l imited due to the close proximity of the cave rnsto the periphery of the dome .  \nThe adve rse impac ts to the physical environment that could result from the program inc lude : deg radation of sur face  \nwate r quality due to sedimentation from runoff and erosion dur ing pipeline construction activities which would increase the amount of suspended part iculates , toxic sulfides , heavy metals , arsenic , pesticides and othe r toxic hydrocarbons ; a moderate inc rease in hydrocarbon emissions dur ing transfer and storage of oil ; locally significant inc reases in hydrocarbon emissions dur ing transport of oil from the Gulf of Mex ico to Sun Terminal ; and the potential for an inc rease in the frequency of oil spills along the transportation cor r idors .  \nChanges in wate r quality would have a short-term impact on the aquatic organisms in local areas and could result in some minor sedimentat ion in downstream impoundmen ts .
