TECHNOLOGIES  \u003Cbr>Electra Communications officials heaved a collective sigh of relief 1ast weekend as  \u003Cbr>word came that Telco Systems Fiber Optics Corp.and AT&T Technologies had agreed to be the  \u003Cbr>major suppliers for Electra's 550-mile Texas network.Telco will supply its M560 electron-  \u003Cbr>ics for $9.4 million,and AT&T Technologies wil1 provide the fiber cable.  \u003Cbr>Those familiar with Electra's efforts to land suppliers know the selections have  \u003Cbr>helped the company clear a critical hurdle in its attempts to build the system.Electra  \u003Cbr>had been grooming Northern Telecom to provide the electronics,but a glitch between North-  \u003Cbr>ern Telecom and subcontractor Burnup&Sims left Electra without suppliers(F/LN,Aug.3,  \u003Cbr>p.2).Al1 this came at a time when customers were demanding that Electra explain how it  \u003Cbr>was going to adhere to its tight cutover deadlines without suppliers.  \u003Cbr>But that's history now as Electra's John Westaway told us the project is spending  \u003Cbr>about $40 million for the services of Telco Systems,AT&T,Five Points Construction and  \u003Cbr>Stiles Corp.  \u003Cbr>The Houston-based Five Points Construction will lay the cable and provide all spli-  \u003Cbr>cing._Stiles Corp.will provide all terminal and repeater housing.  \u003Cbr>There will be 20 repeaters to service the 550 miles of right-of-way,which is being  \u003Cbr>supplied by the Missouri-Kans as-Texas Railroad.Two types of repeaters will be used,  \u003Cbr>Westaway told us,the regular kind and
