wouldmake the agency more forthcomingthan it has been in the past.  \nServing only his third month inthe post,Mueller recognized thatthe FBI has traditionally maintaineda distance from local police and de-clared,“That is unacceptable.”  \nMueller noted terror attackssince Sept.11 mandated law en-forcement to close ranks to becomemore effective.  \nBefore the FBI director spoke tochiefs from 100 nations,PresidentBush enacted the Patriot Act(HR3162,PL 107-56)that authorizesthe federal government to share in-formation and funds with state andlocal police to combat terrorism.  \nThe new law is not specific ineither defining how informationwould be conveyed or how fundswould be transferred from the fed-eral government to local coffers.  \n# Oigest\n\nBut the Patriot Act charts thesenew 816 provides $50million for the FBI to share fo-rensics information with stateand local police,expand foren-sics training and help state andlocal police improve their abili-ties in countering cybercrime.  \n● Section 1014 instructs theOffice of Justice Programs toaward grants to every state andterritory for domestic prepared-ness.No amount is stated.  \n·Section 1015 provides$50 million for grants to stateand local law enforcement toexpand their work under theCrime Identification Technol-ogy Act of 1998 to include ter-rorism.  \nPage 2  \nHardly had the law taken effect,before New York Mayor RudolphGiuliani said a tougher provision isneeded to require the FBI and otherfederal agencies to share informa-tion.Without specificity,the mayorsaid he doubted federal agents couldshare
