\nMr.Hoadley has had many years of experlence as an authority on the economy. Before joiningthe Bank of America,he was senior economist of the Federal Reserve Bank of Chicago,chair- \nman of the Federal Reserve Bank of Philadelphia, and vice president and treasurer of Arm-strong Cork Company. \nThis will be Mr.Hoadley's fifth presentation to the Commonwealth Club.He wil present hisviews of Kissinger arrived,I \n\"1977-A CRUCIAL DECISION YEAR\"DR.WALTER E.HOADLEY \nmet him at the airport and drove to towniin his limousine with Mayor Moscone.Wehad a friendly chat about how he likedSan Francisco, the troubles besetting theGiants and Candlestick Park.World af-fairs were set aside.I knew that the StateDepartment, the Secret Service and theSan Francisco Police were concernedabout the security for the Secretary, andI was wondering how we would approachthe Fairmont Hotel where we were tohave our luncheon that day.I noticed wewere going along the Embarcadero free-way and approaching the Broadway off-ramp.As we drove up Broadway(SanFrancisco's colorful nightclub strip),theSecretary looked out the window for someconsiderable time.Obviously,he was mak-ing a careful study of the situation.Heturned back and asked,\"Do they really do(Continaed on next page) \nBATESREVIEWsCLUB′S \nwhat they say they do?'I responded thatthey did and if they did not the Mayor'sPolice force had them arrested.I said thisis the one thing that the police could dowith some efficiency and dispatch.TheMayor laughed and quickly agreed. \nTo those of you who heard his talk,Iwant you to know that just before he gotup to address you,he unelipped a cardfrom the text of his speech and it fell tothe floor.I noticed it said draft \\#10.Iquickly reached down and picked it up andtold him I would like to keep it.I said thatbeing a lawyer we sometimes preparebriefs that are only 15 or 20 pages longand our clients wonder why we charge somuch.I wanted to be able to show themthat the brilliant Secretary of State of ourcountry had to go through 10 drafts be-fore he was satisfied with his speech. \nThere were many important and inter-esting persons who appeared before usOne of them was Jesse Owens, thegreat American athlete and Olympicchampion. He is in his way just as fineand as good a representative of Americaas the Secretary of State.I liked what hesaid about the importance of the Olym-pics: \nYou've got to be there to understandwhat it's all about. You've got to be thereto see 14,000 young people break bread, \nsing,dance and compete together. You'vegot to be there on opening
