SEPTEMBER 2024(KHAMIS) \n# Exam vs assessment\n\nEither way,no child must be left behindNST_A/412024 r 2 \nPUBLIC debate on primary and secondary edu-cation is brewing. On one side are those who wantthe Ujian Pencapaian Sekolah Rendah (UPSR)andthe Pentaksiran Tingkatan Tiga(PT3)revived,whileon the other-which is not an insubstantial number ofpeople-are those who see no benefit in reintroducing them. But before we lose sight of the forest for the trees,we need tosettle on what really is the purpose of education.Learning isthe one-word answer.Obviously, the learning that gets doneat the primary, secondary ortertiary level is different. But thelearning at these various levels must preparethe child for thelife ahead.Knowing oneself and the world is part of thepreparations.Consider primary school education. The min-imum learning that must get done there is a level of literacyand numeracy skills fit for the primary school stage. \nBut how do you test whether that learning has happened? Here is where the roads diverge. Those who want the Ed-ucation Ministry to revive the UPSR and PT3,both abolishedtwo years ago and replaced with class-and school-based \nassessments,say only examina-tions can accurately gauge whetheror not such a learning has takenplace.Deputy Prime Minister DatukSeri Dr Ahmad Zahid Hamidi andformer education minister DatukSeri Mahdzir Khalid point to the \nOureducationsystem muststrike the rightbalance betweenexcellence andequity. \n10,177 Sijil Pelajaran Malaysiadropouts as an example of the “un-examined”minds,pardon the pun. They have a point. To be fair, evenduring the years when there were \nexaminations at primary and sec- \nondary levels, there were students who didn't quite masterliteracy and numeracy. Some left schoolwithout being abletoread or write after six years of schooling.Admittedly, thenumbers didn't add up to 27 per cent as they do now.Some-thing is amiss somewhere and we must be serious enough tocure it.Only a deep dive can come up with the right solution.Very often we tend to go granular before we consider the bigpicture. \nTo us,parents wouldn’t mind either an exam-or assess-ment-based early education, provided the required learninghappens.Right now no meaningful assessment happens.Examinations and assessments have their own success story.China,Japan and Singapore are global league table-topperswhen it comes to examinations. But Finland is a road-less-travelled-by story. It has found great success in an assess-ment-based schooling system. The closest to an examinationis at the matriculation level and that, too,is by choice.Finland's education system has received global attention.Wemay have looked that way, too, for our assessment-basedschooling.No harm here.Only that we wish it was a deeperdive than it appears to have been.Take teaching in Finland.Itensures that no child will be left behind. And they mean it.Ifone falls behind, for whatever reason, the child gets all theattention needed.Call it royal tutoring.Sometimes, the childis held back a year to make sure that the learning happens. The 10,177 found struggling with literacy and numeracy skillsindicate one thing:tutoring, royal or otherwise, didn't hap-pen.Be it exam-or assessment-based,our education systemmust strike the right balance between excellence and equity.","cbCaisCNmYSz6ylN","https://ap.wps.com/l/cbCaisCNmYSz6ylN","pdf",245107,"English","# Exam vs assessment\n## Purpose of education and learning\n## Testing learning: exams versus
