They welcomed both operations as timely interventions that respectively address threats to lives and livelihoods in flood-prone regions of Ethiopia and deliver basic healthcare and nutrition services to Ethiopians across the country.  \nDirectors noted that the approach of both operations fits well with the World Bank Group’s more peoplecentered approach to engagement in Ethiopia and aligns well with the overall WBG priorities, particularly the Fragility, Conflict, and Violence Strategy (2020-2025) .  \nDirectors underscored the importance of enhancing Ethiopia’s resilience to climate-related shocks, which disproportionately affect poor and vulnerable populations and undermine progress in poverty reduction. They noted that the Flood Management Project helps secure livelihood sources, addresses basic needs, promotes disaster risk management, and reduces the compounding impacts of disasters on displacement, conflict, and food insecurity. Directors highlighted the importance of promoting implementation capacity and engagement at regional and subnational levels.  \nDirectors recognized the integral role that the Ethiopia Program for Results (Hybrid) for Strengthening Primary Health Care Services will play in addressing basic health needs through a combination of systems development and urgent response to immediate needs, including those of women and girls. They appreciated the use of the PforR instrument for continued support to country institutions to deliver basic services while at the same time employing third-party implementation modalities in areas of high risk of conflict to ensure that services reach all Ethiopians.  \nDirectors appreciated the adaptative approach to addressing implementation risks and emphasized the need for close oversight and monitoring of progress, particularly on fiduciary aspects and risks of Gender-Based Violence. They noted the approach to address foreign exchange rate distortions and the relevance of engagement with civil society in service delivery.
