Executive Summary  \ni. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) for Ethiopia covers the period of the Country Partnership Framework (CPF), fiscal year (FY)18-22. The validation also reflects on the FY23-FY24 period, during which there was no CPFin place.  \nii. The Ethiopia CPF was aligned with the country’s major development challenges identified in the Systematic Country Diagnostic (SCD) and government strategies. The WBGsupported program aimed to promote structural and economic transformation, increase social inclusion and resilience, and improve institutional accountability while confronting corruption. The program was aligned with the WBG’s twin goals. It supported the poor by enhancing access to health services and the quality of primary education; improving early childhood nutrition and early learning outcomes; increasing access to services and job opportunities for refugees and host communities; and improving the sustainability and effectiveness of safety nets. Other objectives supported poverty reduction indirectly, such as through the emphasis on improving agricultural productivity and commercialization, promoting infrastructure investments for growth, enhancing the provision of equitable services, and improving access to energy.  \niii. IEG rates the CPF development outcome as Moderately Unsatisfactory. Six objectives were rated Mostly Achieved, seven objectives were Partially Achieved, and two were Not Achieved.  \na. Under focus area 1: Promoting Structural and Economic Transformation Through Increased Productivity, improvements to the business investment climate where small  \nwhile access to reliable energy increased. Agriculture productivity improved but there is  \nno information or indicator on enhanced commercialization. Connectivity for regional  \ngrowth centers and secondary cities improved slightly. Public debt management  \nadvanced, but no achievement was made on adopting new approaches for sustainable  \ninfrastructure financing. Despite meeting the debt management result indicator, Ethiopia  \ndefaulted on a Eurobond in December 2023, having formally requested debt treatment  \nunder the G20 Common Framework for debt restructuring in 2021.  \nb. Under focus area 2: Building Resilience and Inclusiveness, CPF indicators for safety nets improved, but results fell short of CPF objectives. Equity and utilization of quality health services increased, and substantial WBG interventions helped improve access to water and make some achievements on sanitation. However, there was a deterioration in early childhood nutrition and no improvement in early learning outcomes while the planned WBG intervention in early childhood education did not materialize. Supported by WBG interventions, refugee policies shifted away from camp-based service delivery toward greater integration of refugees into national systems. Through WBG interventions, the management of natural resources was improved.  \nc. Under focus area 3: Supporting Institutional Accountability and Confronting Corruption, WBG interventions delivered services to support improved governance in service delivery.
