Executive Summary  \ni. This review of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the period of the Country Partnership Strategy (CPS) FY15-FY18, including its update in the Performance and Learning Review (PLR) dated August 2, 2018, which extended the CPS period by two years to FY20 .  \nii. The CPS program was consistent with the government’s stated priorities and with the analysis in the subsequent 2020 SCD of the major development challenges. The CPS followed the Interim Strategy Note (ISN) 2008-2010, which had continued to frame the WBG engagement in local administration and health, including the approval of two lending operations, through FY14 . The CPS stated that its primary goal was to support Eswatini’s efforts to reduce poverty and inequality, and promote shared prosperity in a sustainable manner. The CPS program was expected to serve a transition role between the ISN and the subsequent Country Partnership Framework. To this end the Bank-supported program had two pillars (or focus areas): Promoting growth and job creation; and Strengthening state capabilities. The CPS program included two expected lending operations – for job creation and private sector competitiveness, and public sector modernization. These operations were both cancelled after Board approval. While maintaining the two focus areas, three new lending operations were introduced at the PLR stage (for energy, health, and water)– all to include a balance of infrastructure investment and policy-oriented inputs. The results framework was modified significantly at the PLR stage; most importantly, one objective (for skills development) was dropped following the cancellation of the private sector competitiveness project. In the results  \nframework, the indicators underpinned reasonably well the stated objectives; however, several of them measured inputs rather than outputs or outcomes.  \niii. IEG rates the CPF development outcome as Moderately Satisfactory. All three objectives are rated Mostly Achieved. Focus Area I (Promoting Growth and Competitiveness) had only one objective (Improved business environment), with four indicators, of which two only measured inputs. There was progress on reducing the number of days to start a business and – although no targets were indicated – on the number of days for electricity connection. Focus Area II (Strengthening State Capabilities) had two objectives (Improved economic management capacity and Improved social services delivery) with a total of 13 indicators, of which eight were Achieved. There was progress in the performance of Urban Local Governments, in the treatment of pulmonary tuberculosis, and in reaching orphans and vulnerable children with cash transfers.  \niv. On balance, IEG rates the WBG performance as Fair. The program was expected to serve a transition role between the Interim Strategy Note (2008-2010) and the subsequent Country Partnership Framework. The program included ASA and trust funded TA which supported many of the CPS outcomes. Both the two lending operations planned in the CPS were cancelled after Board approval due to not meeting the government’s preferences. The lending program was revised at the PLR stage based on government priorities, and objectives for two (business environment and economic management) of the three CPS objectives were scaled down. The revised results framework had several indicators measuring inputs, and some were not monitored properly.
