Mmes. Chang and Kugler wished to be recorded as abstaining.  \nDirectors welcomed the publication of the CCDR and the inclusion of preliminary analysis into the project. Directors expressed support for this innovative operation that supports the decommissioning and repurposing of a large coal-fired power plant as well as the “just” aspects of the energy transition. They stressed the importance of the demonstration effect of this pioneering operation, for scaling up coal plant retirement not only in South Africa but also in other countries phasing out coal plants around the World. In this context, Directors stressed the importance of World Bank technical assistance and financing as a catalyst to design these operations and to raise support of international development partners for South Africa and globally in the transition to cleaner energy.  \nDirectors stressed the importance of building on the lessons learned from preparing this operation – especially on mitigating socio-economic impacts with a focus on the gender dimension – and encouraged the Bank to scale up these types of operations in other coal-dependent countries. Directors inquired about Eskom’s weak financial situation and governance challenges and emphasized that the Bank should continue its dialogue with Eskom and the National Treasury and support to address the financial sector challenges.  \nRecognizing the importance of energy access and security and the long-term viability ofthe energy sector, Directors reiterated the importance of private sector mobilization to support the development of renewable energies in the country. They emphasized the One WBG approach and encouraged IFC and MIGA to seek opportunities to support the operations related to energy transition for the country in the future. Directors also called for efforts to strengthen the evaluation framework with a focus on the evaluation of the development impact.  \nDirectors encouraged the Project team to continue consultations with key stakeholders during the implementation phase.
