Update TOEFL to reflect new scoring system for the Undergraduate English Language Requirement  \nMotion  \nThat SCUS approve and recommend to Senate, that:  \n1. SFU accept the LanguageCert Academic test as meeting the institutional English Language Requirement if the applicant has an overall result of at least 70 with no individual skill below 65.  \n2. SFU accept the Duolingo test as meeting the Undergraduate English Language Requirement if the applicant hasan overall result of 125.  \n3. SFU update TOEFL to reflect a new scoring system out of 6: Overall score 4.5, with no part less than 4.0  \nBackground  \n1. LanguageCert, a product of PeopleCert, offers the International ESOL (English for Speakers of Other Languages) exams, which align with the Common European Framework of Reference for Languages (CEFR), evaluating proficiency across levels from A1 to C2 . The test is recognized by educational institutions worldwide and has an expanding number of Canadian universities accepting the test. Canadian institutions accepting LanguageCert Academic include: Queen’s, McMaster, University of Ottawa, Acadia, Bishop’s and KPU. Several institutions are also bringing the LanguageCert Academic through their governance processes.  \nBenching marking by Ecctis (an independent evaluator of qualifications and skills based in the UK) has determined that LanguageCert Academic provides a sound assessment of CEFR levels B1-C2i. A concordance study with over 1000 participants found a very high correlation between LanguageCert Academic and IELTS Academic (r value of 0.87) . This is a stronger correlation than seen in concordance studies between IELTS Academic and PTE-Academic, IELTS and TOEFL iBT, and IELTS Academic and Duolingo Test of Englishii.  \n2. In Fall 2020, Senate approved the Duolingo English Test (DET) in response to the COVID-19 pandemic due to testing center closures worldwide. As Duolingo is an online assessment, it has provided an accessible alternative for  \napplicants. The original pilot was extended in June 2023, for a subsequent year (to Fall 2024), and subsequently in June 2024, to Fall 2026.
