As part of this responsibility, the Ministry determines and maintains appropriate standards for these FSRs. The Engineering Manual (Manual) is the primary document describing engineering standards, policies with best management practices, and general engineering guidance applicable to all phases of an FSR’s lifecycle to support safety, efficiency and compliance with statutory and regulatory requirements. \nThe Manual includes some BC Government guidance that may apply to other roads and trails on BC Crown Land, where implemented by the appropriate Regulatory Authority within the Government of BC (which may include the Ministry of Forests or another Ministry) . Examples of such standards include those related to: \n• Forest Road administration; \n• Resource Road Radio channels; \n• Cattleguards; and \n• Rail trails, including structures. \nSome topics such as road administration, safety, contracting practices and bridges are introduced in the Manual, however more detailed information is provided in other Ministry public or internal websites. \nThe Engineering Manual is a public document/website intended for use by engineers, foresters, geoscientists, technicians, technologists, surveyors, project managers, administrators, constructors, inspectors and maintainers. \nWhile the document outlines recommended practices and procedures, not all are mandatory. These guidelines should not be seen as the only acceptable approach, but rather as recommended methods that generally ensure compliance, assuming site conditions align with those specified in the document. \nThe practices and procedures included have been reviewed by experts from both the public and private sectors and reflect decades of use in British Columbia. As a result, they represent a reasonable standard of practice within the province’s forest sector. When multiple options are available, the manual clearly identifies them. Where flexibility is required, especially if site-specific conditions warrant it, Forest Professionals may adapt the guidance as needed. \nIn exceptional cases where a mandatory policy outlined in the manual does not yield satisfactory results, Senior Ministry management, Engineering Group Leader (EGL) within the Engineering Branch, or a Manager with the Engineering Branch may implement a variation. \nSafety is a fundamental principle promoted within the manual. For more detailed guidance on safety or specific Ministry protocols, staff should consult relevant external resources. \nIt is not always possible to keep all Ministry standards fully up to date with evolving references and requirements. As a living document published online, the Manual undergoes regular review and revision. Printed or downloaded copies of the Manual or its appendices will become obsolete as changes are made to the official online version. \nRevision History \nThe revision history typically excludes minor corrections, minor layout changes, broken link fixes, etc. \nRevision History Table (as of May 2021) \n\n| Date | Section | Description |\n| --- | --- | --- |\n| May 25, 2026 | All Chapters | Comprehensive revisions and section\u003Cbr>reorganization across the entire document. |\n| February 27, 2026 | Section 1.2.3\u003Cbr>Section 6.1 | Updates to document processes implemented in response to the 2020 OAG Report |\n| May 29, 2025 | Section [1.2.3.1](1.2.3.1) | Dispute resolution for BCTS and OPS administrative road split |\n| May 12, 2025 | Chapter 4 | Removed the following appendices: Forest Service Bridge Design Checklist Acceptance of Bridge and Major Culvert Drawings and Specifications |\n| April 30, 2025 | Table 6-4 | Updates to Table 6-4 |\n| March 25, 2025 | Document | Updates for","cbCaidv5wLEiIOF1","https://ap.wps.com/l/cbCaidv5wLEiIOF1","pdf",6677974,326,"English","# Preface\n## Scope and audience\n## Recommended vs mandatory guidance\n## Flexibility and variations\n## Safety and document maintenance\n# Revision History\n## Revision history table (as of May 2021)","[{\"question\":\"What is the purpose of the Engineering Manual in British Columbia?\",\"answer\":\"It describes engineering standards, policies with best management practices, and general engineering guidance for all phases of an FSR lifecycle to support safety, efficiency, and legal/regulatory compliance.\"},{\"question\":\"Are all guidance items in the manual mandatory?\",\"answer\":\"No. The manual includes recommended practices and procedures, and not all are mandatory.
