Training \nL.A.HARTLEY \nDirector of Education,National Founders Association \nAmerican industry is handicapped \nLike the action of some great magnet upon a heavy ironbar, restricted immigration is slowly bringing the attention ofindustrial leaders toward the question of labor supply. \nAmerican manufacturers will enter the race for the return-ing world markets with four heavy handicaps: \nFirst,higher standards of living. \nSecond,a declining labor market due to restrictedimmigration. \nThird,a rapid increase in the death rate amongskilled workers, due to the fact that a majority of ourhighly skilled workers in many of our industries areolder men. \n## THE ADDRESS\n\nFourth,the reluctance of American youth tochoose manual work in certain industries as a meanstoward a career. \nPrinted in this pamplhlet was delivered May \n20,1925,at the Group Session of the Departmentof Manufacture held during the Thirteenth AnnualMeeting of the Chamber of Commerce of the UnitedStutes at Washington,D.C. \nEurope has a much lower standard of living,an overflow-ing population combined with the possibility of the return ofmany of her former citizens who are now skilled workers inAmerican industries,a constantly renewing skilled group whichgives a fairly steady death rate for skilled workers and a re-markable appreciation upon the part of her youth of the oppor-tunities in the trades. \nOur job is to get ready for this race which we must surelyrun. No one knows the exact time when the nations of the earthwill be called to the starting post.We do know that the racewill be run and that we will be compelled to run under thesehandicaps. \nIt will do no good to bewail these handicaps. The race willbegin before they can be removed. In fact,we are already jog-ging toward the starting post. These are the practice days inwhich we may get ready for the struggle which is to come. \nIndustry and our world market \nThe world markets naturally include both domcstic andforeign markets.According to Secretary Hoover “our foreigntrade as a whole is quantitatively 50%higher than the pre-war \nlevel.”The nation's export figures are running about threetimes as heavy as before the war but since prices are higherthe quantity of goods exported has not increased to this extent. With the exception of one brief period, exports for a number ofyears have been in excess of imports. In March,1925,the valueof the exports was $67,000,000 greater than the imports. \nThis is the time when American manufacturers must actas one man to do what may be done to condition American in-dustry for a test which will surpass in far reaching effect thetest we met so nobly during the great war.Never before hasAmerica faced a New Europe.Only once has America faced adeclining labor market and that was during the late war when thegetting of orders was not the large problem.Furthermore therewas the strong motive at that time of patriotic duty to urge uson to better effort. \nAmerican industry cannot live unto itself.Legislation mayhelp but it cannot alone insure adequate markets.Effective pro-duction must be our real strength. We stand today as Gideonof old.We have dismissed the vast army of immigrants and arefacing the future","cbCaij12wP4JxfSF","https://ap.wps.com/l/cbCaij12wP4JxfSF","pdf",899723,16,"English","# Employee Training\n## The Address\n## Industry
