Executive Summary  \ni. This review of the World Bank Group’s (WBG) Completion and Learning Review (CLR) for El Salvador covers the period of the Country Partnership Framework (CPF), FY16-FY19, and its adjustments in the November 2017 Performance and Learning Review (PLR) . The COVID pandemic significantly delayed the preparation of a new CPF for El Salvador, resulting in a significant gap between the end of the FY-16-FY19 CPF and the new one expected to be approved in FY23. This CLRR assesses the CPF through FY19, as per the standard approach, and makes some descriptive remarks about the portfolio through FY23 .  \nii. The CPF objectives – broadly, improving education, increasing access to finance, promoting efficient public spending, and building capacity to manage disasters and the environment—were aligned with the country’s major development challenges identified in the Systematic Country Diagnostic (SCD) and government strategy, and consistent with corporate goals. The CPF sought to support poverty reduction and shared prosperity by addressing education and sustainability and resilience. Two objectives, creating safer communities and enhancing youth employability and skills, were dropped at the PLR stage because the projects supporting the objectives were dropped due to the political impasse in the  \n1 The CLR did not follow the Shared WBG and IEG Methodology for Assessing CPFs (Country Engagement Guidance section 6.4) in rating the overall development outcome. As a result, although the initial CPF design was relevant to El Salvador’s development priorities, the relevance of the CPF was substantially diminished after the PLR stage as the dropped objectives were cornerstones for reducing poverty and increasing shared prosperity. This was clearly recognized in the SCD which considered both objectives to be critical to breaking vicious cycles underlying the country’s relative underdevelopment (and low growth) .  \niii. IEG rates the CPF development outcome as Moderately Satisfactory. Of the four objectives, two objectives were rated Mostly Achieved and two were rated Partially Achieved. In Focus Area I (foundations for inclusive growth), progress on secondary school attainment was modest, with mixed results for both retention and graduation rates. On increasing access to finance, IFC investments in local financial institutions enabled a significant increase in financial services and SMEs’ access to credit but fell well short of the target for individuals and microenterprises. Under Focus Area II (capacity to manage disasters and environmental challenges), progress in improving the efficiency of public spending was marginal. Although the country took steps toward developing capacity to manage disasters and environmental challenges by preparing a strategy and a roadmap beyond the CPF period, capacity has yet to be developed ina significant way.  \niv.
